27. Long live the emperor! (18)

Federal Empire.

It sounds very similar to the Holy Roman Empire and the German Empire, both of which were loose political entities under the framework of the Confederacy or Confederation, with the names of empires, and the kingdoms, city-states, and free cities under the name of the emperor still maintaining considerable independence and autonomy, with their own independent internal and foreign affairs systems. The good thing to say is the same country, and the bad thing is that there are many mountains and each has its own way. The decline of the Holy Roman Empire and the defeat of the German Empire in World War I were inseparable from this chaotic system.

Will the Holy Gilmanian Empire follow a similar trajectory?

The answer is no.

This emerging state, known to later generations as the "Second Reich", was a federal empire and a constitutional monarchy, both constitutionally and nominally. But judging from the details of the legal provisions, things are not the same at all. For example, the territories are indeed allowed in principle to have their own independent administrative, financial, diplomatic system and even the military, and theoretically can do their own thing. However, it is also clearly stated in the accompanying clause that when using various central financial appropriations and subsidies, the territory shall unconditionally accept the supervision of the central government, explain in detail the whereabouts of expenditures and the income and expenditure, and at the same time exempt the logistics of goods from the central government. In foreign-related activities, all issues involving sovereignty, whether they are speeches or specific actions, must be reported to the central authorities in advance, and all documents and procedures must be discussed at the central authorities first. As for internal affairs, the territories are in charge of personnel appointments and dismissals, but the power to evaluate and promote belongs to the central authorities, and the central authorities will decide on the promotion and promotion of officials at all levels through performance appraisals. Finally, the central government does not interfere in the internal affairs of its territories, and it also allows its territories to retain a minimum of powerlessness, but the central government retains symbolic garrisons near the capital of the territories and sets up liaison offices in cities, towns, and villages at all levels in order to keep abreast of various affairs of the territories and respond to any emergencies. In the event of war, the garrison or central government has wartime operational command over the territorial army.

It can be said that this so-called "independence and self-determination" is a virtual and purely symbolic nature.

Everyone knows that after the war and the economic catastrophe created by Charlemagne, the economies of the Crown of San István and Ostolia have collapsed, and without external economic assistance and material support, the ground in these two places will be covered with starvation, and only the Empire can quickly support them at present. The two places, which are holding the economic lifeline, have no way to resist, and even if they want to refute and bargain with 10,000 steps back, they don't know how to refute and what kind of conditions to exchange for these seemingly reasonable terms. The other party has almost retreated to the bottom line of principles, and if he retreats, it will involve national sovereignty and face, and God knows if those short-tempered sharp-eared uncles will turn the table because of this.

Therefore, despite reluctance, under the deterrence of force and economy, and the fact that the imperial constitution clarified the status of the territory, and even did not hesitate to use the title of "emperor" as a guarantee, the crown of St. István and Ostolia were willing to become "a sacred and inseparable part of the empire" and worship the emperor as their co-master.

Arguably the most balanced of the many solutions, the Empire preserved its face and partial autonomy, while the Empire maintained territorial unity and avoided the embarrassment of a civil war just after the founding of the country, and finally effectively controlled the two territories. Although this control is not complete at the moment, it is believed that with the passage of time, the assimilation of the territory and the empire is only a matter of time.

If a title can be exchanged for so many practical benefits, why not?

So Li Lin wore the crown of "Emperor of the Empire", and the Holy Gilmanian Empire was established.

In a jubilant atmosphere, Speaker Wiesbach's unwillingness and loneliness also dissipated with the sigh in his heart, straightened his back, and the old man and other parliamentarians applauded and blessed the emperor wearing a crown and holding a scepter. For a while, applause and cheers washed over the Palace of Versailles like a tidal wave, and the announcers in the broadcast terminal wept with joy, and the picture frequently showed the crowd crying with joy from all over the country, the schoolchildren cheering on the school playground, and the officers and soldiers waving their fists and shouting in the barracks. Everything looks so good.

In a frenetic and romantic atmosphere, the emperor and his courtiers left the Palace of Versailles and took a special bus to the city of Lüdes. Prepare for the second major event of the day - the military parade.

"Anyone who is not elated will be immediately hanged. ”

It was a week before the parade, and a group of rebellious, brave young men preparing to die as "real Charlemagne" painted a mocking sign with white paint on the corner diagonally opposite Columbia Building, Stasi's administrative building in Lüders. Obviously, this group of young people did not want to accept the rule of the Empire, and they wanted to awaken the majority of the numb populace through their martyrdom and raise the flag against the evil empire established by the Pointy-eared heresy.

While these young men clearly overestimated the revolutionary zeal of Charlemagne, underestimated the survival wisdom of their compatriots, and most importantly knew nothing about their opponents, Stasi knew very well what to do with these hot-headed romantics.

Soon, the young men were invited to the Columbia Building, and after the persistent preaching (both verbal and physical) by the Stasis, Thinkers, Police, and Inspectors, after three days all the young men came out of Room 101, and all of them had become "purifiers of thought", who had overcome themselves, loved the Emperor from the bottom of their hearts, and swore allegiance to the Empire loudly in the streets, their faces full of tears of joy and emotion.

Since then, no one has come out to lose their appetites, and Lüddes is united and cheerful in preparing for the parade.

The slogans had been memorized, the bouquets to be waved had been handed out, each lady and lady had a bouquet, the gentlemen had been assigned the small black, white and red imperial flags and all sorts of festive banners, and even the children had been assigned the task of climbing the trees or throwing colored pieces of paper and flowers on the street lamps. In the evening after the parade, young men and women throughout the city held a grand torch procession to be inspected by the emperor.

In order to flatter the emperor, the whole empire can be said to do their best, and every process and every detail has been repeatedly discussed and verified, in order to ensure that nothing goes wrong. However, whether it was the elven officials or Charlemagne's executors, they could not have imagined that there was still a little accident when they thought that the seamless military parade plan was coming, and it was almost ruined in the end. And all this is caused only because of a white lie and a patriotic, stubborn retired veteran of Charlemagne.
