Early the next morning, Boyi, Pythagorean, and Jiuzhang rushed to the pavilion together, and saw Dayu with Shennongzai, Xiaoyu, Xuangong, Huang Ge, Changxin, and Zhuhai.

Changxin and Zhuhai reported to Dayu the process of measuring the circle of the world, and Zhuhai said: "I measured from the North Sea to the South China Sea, a total of 233,575 steps. Each step is a zhang long. ”

Chang Xin said: "I measured from the coast of the East China Sea to the top of Kunlun Mountain, a total of 5009,800 steps. Each step is also one zhang long. ”

Dayu said: "We have such a vast country, which makes people proud and proud, but the country is not easy to manage." We might as well refer to the shape of the "River Map" and divide the world into nine states, three states in the vertical and horizontal, in the shape of a chessboard. In this way, we will have a clue about how to govern it in the future. ”

Everyone praised in unison: "Da Situ is extremely worried. The country is too big to be governed, and there is no way to start. If it is divided into Kyushu and governed separately, there is no need to 'grab the beard and eyebrows together'. Different situations can be distinguished and treated differently. ”

In the end, everyone unanimously agreed to the plan of dividing the world into nine states, and formulated a system for the 800 princes under the world to pay tribute to the central emperor. Prepare to go to the court tomorrow to report to the Son of Heaven.

The next day, after breakfast, Dayu led five little brothers and four generals to the court and reported to Emperor Shun.

Di Shun sat in the center of the court, lined with civil and military ministers. Dayu led a group of people to salute and said: "Chen Dayu, in the thirteen years of water control, led Boyi, Pythagorean, Jiuzhang, Shennongzai, Xiaoyu and four generals Xuangong, Huang Ge, Changxin, Zhuhai, traveled all over the land of China, from the coast of the East China Sea to the foot of Kunlun Mountain, and the North Sea desert to the coast of the South China Sea, examined the world's rivers and mountains and lakes and seas.

After the end of the water control, he sent Chang Xin and Zhu Hai two generals to measure the radius of the world. The third item, don't take five suits.

"With the national capital as the center, it is called Dianfu within 500 miles.

Dianfu. It is the suburb of the imperial capital, near Gyeonggi. At the foot of the royal city. It is the mining of the Son of Heaven. The nearest 100 miles to the national capital is the payment of crops with straw. Two hundred miles of ears of grain. Three hundred miles of grain with chaff. Four hundred miles of coarse rice. 500 miles of polished rice.

Hou Fu. Outside of Dianfu, 500 miles is called Houfu. Hou Fu is the mining of the Qing doctor. The Hou of 100 li served as a messenger for the Son of Heaven, and the Hou of 200 li served as a state servant. From 300 miles to 500 miles, he served as a reconnaissance mission.

Suifu. Five hundred miles outside the Houfu is Suifu. Suifu is the area that has been appeased and assimilated, that is, the area that has implemented the decree of the Son of Heaven and obeyed the king. Suifu within 200 miles, strive to promote martial arts, defend the Son of Heaven, and Suifu within 300 miles, promote the Son of Heaven's laws, rituals, articles, and education.

To serve. Five hundred miles outside Suifu is to be served. To obey means to accept the offer of the Son of Heaven and obey the constraints of the Son of Heaven. Abide by the treaty agreed with the Son of Heaven.

Deserted. Five hundred miles outside the service is a desert service. Wild clothing is a wild place that the Central Plains civilization has not yet reached. The deserted clothes within 300 miles are nominally subordinate to the central emperor, and the ones outside 300 miles are uncivilized areas and are not subject to restrictions for the time being.

In this way, the east reaches the East China Sea, the west reaches Kunlun, the north reaches the North Sea desert, and the south reaches the South China Sea. Under the whole world, it is not the king's land, and the guests of the land are not the king's ministers. China is unified, the world is one. The dawn of the Central Plains civilization will illuminate the cliffs and seas.

Whether the above report is appropriate or not, please let the Son of Heaven decide. ”

Emperor Shun and the hundred officials of the Manchu Dynasty have been listening with bated breath, for fear of missing a word. After listening to Dayu's recital, they were all overjoyed, as if they were deafening. It was as if everyone's legs immediately became longer, and they all became clairvoyants and ears to the wind. Through Dayu's narration, for the first time, I saw clearly the distribution of Kyushu in the world, the direction of mountains and rivers, and the flow of rivers, as well as the land and products of Kyushu.

Di Shun stroked his palms and laughed, and said: "What Da Situ has played and reported, everything is appropriate, and it will be implemented immediately." Dividing Kyushu, setting tribute, and don't serve five is the first national regulation in history. Since then, the court administration has changed its previous arbitrariness, and there is a law to follow. ”

As soon as Di Shun's words fell, the hundred officials of the court and the central government burst into applause and cheers.

Xuangong, Huang Ge, Changxin, Zhuhai four generals and Boyi, Pythagorean, Jiuzhang, Shennongzai, Xiaoyu and other five little brothers, one by one, jumped and jumped happily, and their hearts were full of a sense of achievement.
