On the last day of 1996, the "Canglong Machine Tool Collaboration Unit Joint Conference", also known as the "Machine 20 Summit", was held in the conference room of Linyi Machine Factory in Linhe City, and the leaders from 20 large machine tool enterprises across the country participated in the meeting.

The joint meeting played the guise of a "Canglong machine tool cooperation unit" in order to avoid some unnecessary controversies. According to Zhou Heng and Tang Zifeng's original idea, this joint meeting will include the 20 largest machine tool companies in China, and this has two problems:

In addition, it is easy to arouse criticism by blatantly convening large enterprises to form alliances to the exclusion of small and medium-sized enterprises. In the name of a collaborative unit, it is difficult for everyone to say anything. As for these cooperative units that happen to be the largest enterprises in China, it is not surprising that the level of cooperation is particularly high, and you are not strong enough to get involved at all, so who can you blame?

Since the 20 companies are not the top 20 in China, it is a bit inappropriate to call them G20. Although the G in G20 means Group, the conventional understanding is that it refers to the top 20 units. Fortunately, the word "machine" in "machine tool" also starts with G, and Tang Zifeng interpreted G20 as "machine 20", which can be regarded as a combination of local and foreign.

The leaders of the participating enterprises naturally know the mystery of this, so although this meeting is nominally a cooperative unit meeting of Canglong Machine Tool, the meeting was not presided over by Li Kejia, the interim director of Canglong Design Institute, but Zhou Heng, director of Linyi Machine Factory, Li Kejia's weight is far from enough on this occasion.

Xie Tiancheng was also invited to Linhe and sat in the center of the rostrum during the meeting. In his speech, he claimed that he was only here to congratulate him, and said that the Second Bureau would not interfere in the daily affairs of "Machine 20", but the leaders of various enterprises are not novices in the workplace, can they not understand the importance of this?

The process of holding a meeting is boring and does not need to be elaborated. The results of the meeting were fully in line with the pre-design of Zhou Heng and Tang Zifeng.

20 companies agreed to invest in Canglong Research Institute, and each company contributed 2 million to 8 million yuan respectively according to its own financial situation and other factors, and obtained a part of the equity of Canglong Research Institute according to the proportion of capital contribution.

Linyi Machine invested 2 million yuan in the early stage, but because of the dividends in the mini machine tool project, its capital contribution was identified as 15 million yuan, becoming the largest shareholder.

The capital contribution of the 432 Military Factory was identified as 10 million yuan, becoming the second largest shareholder. 432 factory is currently the strongest enterprise in the research of CNC system in China, an important research direction of Canglong Research Institute is the domestic CNC system with independent intellectual property rights, so 432 factory has such a status, but also everyone recognizes.

The new Jingwei company did not contribute much in the early stage, and the dividends obtained were also small, and it was finally determined to have contributed 1 million yuan, which was at the bottom of the enterprises. After all, this enterprise is only a private enterprise that has only been established for 2 years, and the total assets of a machine repair workshop of a large state-owned factory such as Linyi Machine can exceed that of the new Jingwei company several times.

By the way, Factory 432 and Xinjingwei Company are not included in the category of "Machine 20", and their identities are only shareholders of Canglong Research Institute.

Zhou Heng made a statement on behalf of the three original shareholders at the meeting, claiming to give up the ownership of the follow-up income of the mini machine tool, since 1997, the license fee income of the mini machine tool is all owned by the Canglong Research Institute, except for the patent fees paid to the inventor and the agency fee of the foreign agent, the remaining expenses are used for the research work of the Institute.

All companies have privately calculated that according to Tang Zifeng's previously claimed sales volume, in 1997 alone, the Canglong Research Institute was able to receive no less than 200 million yuan in authorization fees. After the benefits, the next step is to assume the obligation, which is also something that was agreed before the joint meeting. The companies signed a joint statement saying that they would do their best to support the development of the Canglong Research Institute. In the future, when introducing external technology, each company will give priority to the results of the Canglong Research Institute. Only in the case that the Canglong Research Institute is unable to provide similar technology, can companies seek to obtain this technology from other places.

At the meeting, the most enthusiastic discussion among the enterprises was the selection of the first phase of the key research topics of the Canglong Research Institute. Each enterprise originally has a division of labor, there are mainly lathes, there are mainly gear processing machine tools, there are forging machine tools, there are some differences in the technology required, and the research institute cannot meet the needs of all enterprises at the same time.

Naturally, it is hoped that the Institute will be able to devote more resources to projects that are relevant to them, so as to get the most benefit from the Institute's research. However, as the leader of a large enterprise, we all have some overall concepts, know the balance and trade-offs, and at the same time strive for their own benefits, they will also take into account the feelings of their peers, and will not do things too much, which has room for cooperation.

The final key topics of the first phase include CNC five-axis linkage system, basic parts such as lead screws, measuring tools, servo motors, and several more marketable machine tool products. The results of the first two items will be useful to all businesses. The results of the last item are limited to a few or three companies that can use it, but when these two or three companies use it, they need to pay the research institute a licensing fee that is sufficient to compensate the research institute for the cost of researching the technology. In the future, the research institute will use the recovered funds to develop the technologies needed by other enterprises, and eventually achieve an equal benefit.

In addition to the key topics, the institute also undertook a number of small topics raised by various companies. There are some small topics that a company has been studying before, and cooperating with the research institute at this time is equivalent to increasing the strength and making sense for each company.

The discussion lasted for three days, and everyone did not even rest during the New Year's Day holiday. By the time the dust settled, every business found itself reaping the rewards. Even if there is a slight injustice in the distribution of benefits, the overall result is satisfactory when comparing one's own benefits and contributions.

There are so many benefits in total, and if you get the benefits, someone must have made sacrifices, which everyone can think of. And the one who made the sacrifice was naturally the first opportunity. Although it sacrifices the future income from the mini machine tool, and these benefits are created by everyone for it, but the sacrifice is the sacrifice, in exchange for other enterprises, up to 200 million yuan of income, can you say don't want it?

Then the question arises, Linyi took the trouble to bring everyone together, held a joint meeting, and made such a big sacrifice, shouldn't everyone say something?

Therefore, at the last agenda of the meeting, that is, the election of the organizational body, all enterprises unanimously elected Zhou Heng, director of Linyi Machinery Factory, as the chairman of the joint meeting, and the directors of the remaining 19 enterprises served as vice chairmen.
