Chapter 150: The Emissions Controversy
As soon as he returned to China, Han Hao was pulled into a blockbuster symposium.
The reason for this is that a few days ago the capital announced a draft emission standard for the next few years, and intends to implement the China III emission standard in July 2005. At the same time, it was announced that on January 1, 2008, it would be upgraded to the China IV emission standard, in response to the slogan of the Green Olympics.
You must know that in the domestic political map, the capital plays the role of a leading soldier. Other cities followed up with the implementation of relevant policies after following the route of the capital.
At the beginning, the capital took the lead in announcing that it would ban vehicles whose exhaust emissions did not meet the national standards, and then other large and medium-sized cities in China followed suit, resulting in the transformation of domestic automobile engines from carburetors to EFI technology.
Why Huaxia Automobile was able to quickly gain a firm foothold when it first entered the market was related to the national emission standards. With the new engine technology, the Huaxia Micro has become almost the only mini car on the market that meets the national emission standards, so it can swagger into first-tier cities such as the capital, thus laying a good start.
On July 1, 2004, the capital began to officially implement the National II standard, and now it has begun to announce its readiness to upgrade to the National III standard in less than half a year.
It only takes one year from China II to China III, and only three years to allow domestic automobile manufacturers to integrate with international standards and implement the China IV emission standards, which are only higher than those of European standards.
This is equivalent to putting a bombshell into the domestic automobile industry, and the change of emission standards will almost bring the opportunity to reshuffle.
"It's just an act of talking on paper, and they come up with such an unrealistic policy with a snap of their heads. I would like to ask, have they ever been to the car manufacturers to investigate on the spot, do they understand how much time it takes to develop an engine?"
Zuo Wang'an, the boss of JAC, asked.
"The state has just said that it will vigorously develop its own brands, and now these local officials are coming to make trouble. They are simply a group of leading the way, helping foreign brands to suppress domestic independent car brands. Announcing the National II emission standard, we have finally reached the standard for technical improvement, and now we have to launch the National III standard in a short time.
The domestic brand has leading technical reserves and can switch emission standards at any time, but our own brand has just begun to exert force, and the technology is obviously backward. If the new standard is enforced, it means that the relatives will be bitter and the enemies will be fast, and it will invisibly help foreign brands to occupy the Chinese market!"
Wang Jinsheng, the boss of Foton Motor, also spoke very politely, as the headquarters of the car in the capital, they suffered the most.
Although it took refuge in Shouqi Group in order to enter Beijing on a large scale, Foton Motor is almost equivalent to an independent kingdom, and Wang Jinsheng said nothing within the company. From agricultural vehicles to light trucks, and then into the field of light passenger cars and heavy trucks, Foton Motor has repeatedly made achievements and become a leader in commercial vehicles.
After the capital city government announced the environmental protection emission plan, these self-owned brand car CEOs could not sit still, and went to Beijing to go to the China Automobile Association and the Ministry of Information Industry and other departments to ask for a re-argument on the new policy.
Even the three major auto groups have an ambiguous attitude, as the big brother of the auto state-owned enterprises, they did not stand up for the new emission policy as usual, but chose to keep silent, which actually shows an attitude.
In the face of the capital's new emissions policy, automakers across the country seem to have formed a coalition to reconsider the proposal.
It was against this backdrop that the State Council took the lead and invited representatives of the Ministry of Environmental Protection, the Ministry of Information Industry, the capital city government and automobile manufacturers to participate, hoping to reach a feasible opinion acceptable to both parties.
As the hottest private automobile company outside the three majors, the influence of Zhonghua Group should not be underestimated, and naturally Han Hao is also on the list of invited attendees.
According to the R&D capabilities of Zhonghua Group, the current Pangu II engine has already reached the China III emission standard, and is currently carrying out technical research and improvement on the China IV standard, and it is expected that the engine that meets the China IV standard will be produced soon.
This is based on the huge investment that Chunghwa Group has been investing heavily in engine technology, so it has little impact on it.
Joint ventures such as Volkswagen, Toyota, and GM have no impact, and their engines have long been designed in accordance with European emission standards, and will be launched next year, in 2005, to meet Euro IV emission standards.
It is estimated that the officials of the environmental protection system saw that the Euro IV standard would be implemented in Europe next year, so they set a similar China IV standard in China three years later, in 2008. In their opinion, domestic auto companies have been given 3 years, not to mention that many joint venture brand cars have reached this standard.
"Our country signed the Kyoto Protocol and promised to start energy conservation and emission reduction work in 2005. Automobile exhaust is the main source of air pollution, so controlling it is a national strategic consideration. ”
An official from the Ministry of Environmental Protection put it so eloquently when he pulled out the document.
"From the information we have obtained, the engines of the major brands on the market in the capital meet or exceed the existing China III emission standards, and we have developed a time strategy that fully takes into account the needs of technological progress. ”
Officials from the Ministry of Environmental Protection came prepared.
"I want to ask, do you know how many months it takes to develop an engine from design to mass production?"
After listening to this, Zuo Wang'an, the boss of JAC, asked to raise his hand to speak. After getting the other party shaking his head in reply, he continued to take out the prepared speech and said.
"In the world, it basically takes 48-60 months for an engine to be designed to mass production. This process includes project establishment, conceptual design (9 months to 1 year), detailed design (3 months, during which a lot of data analysis is required), verification cycle (lasting about 18 months), and calibration and mass production (about 18 months). ”
Clearly, from a technical point of view, car manufacturers simply cannot keep up with the pace of updating emission standards. It takes 1 year from China 2 to China 3, and 3 years from China 3 to China IV, which violates the law of engine research and development.
"We support the country's environmental causes, but we must take into account the realities of the automotive industry when doing so. Now it is true that many engine technologies on the market have reached the national III standard, but you have to see who the brand on them belongs to?
Such advanced engine technology cannot be bought in the market, and even if it is bought, it is sky-high. Even if it is a joint venture, the foreign party will not agree to transfer their engine technology! At a time when the country has just put forward the strategy of developing its own brand, such a trend of pulling out seedlings will only destroy the foundation that China's independent automobile industry has accumulated with great difficulty!
Once it is enforced, then only foreign car brands will be sold in the market, and local Chinese car companies will be excluded!"
Zuo Wang'an's words also used the national strategy to counter the national strategy, which was warmly applauded by people in the automotive industry.
"I would like to add here that, according to our research, the products of local independent brands like Zhonghua Group fully meet the standards of China III. Therefore, our policy will not lead to a situation where foreign brands dominate. ”
Officials at the Ministry of Environmental Protection disagree with this view, citing examples from the Chunghwa Group to prove that their policies are not biased.
Han Hao participated in this meeting, and he didn't want to speak or show off, but he didn't expect that there would be a fire at the beginning of the meeting.
"Chunghwa Group is a special case, their R&D capabilities are too strong to represent the universality of our own brands. Can you sample other domestic brands that don't have joint ventures and see what they actually do?
In addition, Mr. Han of Zhonghua Group was also at the scene, and you can listen to his views. ”
Zuo Wang'an didn't expect that the exception of the China Group was omitted in his words, so he quickly remedied it and kicked the topic to Han Hao.
The eyes of the audience looked at Han Hao, looking forward to how the young entrepreneur would respond.
As a member of the auto industry, if Han Hao agrees with the Ministry of Environmental Protection, he will definitely be regarded as a public enemy of the industry.
"What Mr. JAC said just now is very correct, it does take 4 to 5 years for us to develop an engine to be practical. Our Pangu II engine is the product whose emissions have reached the China III standard, and the entire research and development process is nearly 45 months.
The reason for this disagreement is the lack of communication between our manufacturers and government regulators before the policy is formulated. Today's symposium is a good way to make up for this mistake.
Since both sides are national policies, we can only take the middle way. In 2005, the state wants to implement the commitment of energy conservation and emission reduction, and the implementation of the national III emission standard seems to be imperative. I propose to split the China III standard, e.g. China III standard 1 stage, China III standard 2 stage...... In this way, suitable discharge points for different stages are determined.
In this way, it can not only achieve energy conservation and emission reduction, but also allow automobile manufacturers to have a buffer time, and cannot rigidly require one step in place. ”
Han Hao's proposal gives the government regulator a name for implementation, but in fact it prolongs the implementation time of the emission standards. For example, in 2005, the implementation of China III emission phase 1 is actually only an upgrade of the China II standard, which is easy for many automobile manufacturers to meet.
"I have such an experience in doing business, that is, everything is difficult at the beginning, once the accumulation stage is passed, the speed of learning and development in the future will be faster. Now our own brand is in the accumulation stage, and the learning process is a little slow, but after the development in the future, we can shorten the process and integrate with the international level as soon as possible.
It's like driving a car, it may take 1 hour to walk 10 kilometers at 10 kilometers per hour, but when the speed comes up, it can reach 100 kilometers per hour, and it only takes 0.1 hours to walk the next 10 kilometers.
Under the premise that the overall goal remains unchanged, I suggest that we give more patience to independent brand manufacturers during the accumulation period, and then tighten the time after everyone's technology develops, so as to achieve the overall equilibrium goal. ”
Among domestic brands, if according to the emission draft introduced, the biggest benefit is not the China Group, because their products will not be affected in the slightest. However, Han Hao still considers from the overall point of view that independent brands must develop together, and as a leader, they must take care of the interests of their peers.
If China's auto industry wants to go global, it is not enough to rely on Zhonghua Group alone, and many partners need to work together to build a strong Chinese power.
Why Zhonghua Group can develop so rapidly, just look at Han Hao's speech at the symposium today, we can know that this young people's entrepreneur has considered the problem more and more thoroughly, and at the same time can find another way to give a solution that satisfies both parties.
In the end, Han Hao's proposal was accepted by both parties, and the emission standards will be promoted in stages and gradually.
In addition, the national environmental protection regulator promised to give the domestic auto industry a 12-year transition period, which is equivalent to the time required for the three engine revolutions, so that independent brands can have a relatively relaxed development environment. As soon as the deadline expires, it will be strictly demanded and truly in line with international standards.
