If the land transfer can be successfully negotiated with the local government, 500 million yuan can be saved. In addition, when building, if the power of some believers is used, the expenditure of 300 million yuan can be saved. The third aspect is materials, and similar work is also done, and there is a surplus of more than 400 million.
