Chapter 66: Low-income people

The minimum speed of high-grade highways in the city is 80 yards per hour and the maximum speed is 100 yards per hour, so there needs to be a speed-up lane before vehicles enter, and a slow-down lane when vehicles exit. These two lanes share a single lane and belong to the front and rear. There are two auxiliary lanes on each side of the city expressway, which are slow lanes with a maximum speed of 40 yards per hour. Anyone who has ever driven a car knows that at 40 yards per hour, the vehicle can stop in seconds, so there are often no major accidents. By isolating non-motorized vehicles and pedestrians from the expressway, we can avoid major traffic accidents.

All roads in the 1.5-kilometer-long urban highway-grade highway area are slow-speed. Depending on the situation, a one-way street can be set. The two dedicated expressways can only go straight, and vehicles that want to make a right, left or U-turn can only enter the auxiliary road. In this way, we achieve fast and slow separation, which guarantees a high speed on the main expressway.

Speaking of which, we have to mention the issue of buses. Buses also had to take the middle two lanes, so there was a minimum speed of 60 yards per hour allowed on the expressway, but they were not allowed to enter the overtaking lane. No vehicle is allowed to drive on the overtaking lane for a long period of time, otherwise a penalty will be imposed. In addition, because the speed of trucks is too slow, they are only allowed to enter the city between 12:00 p.m. and 5:00 a.m. the next day, and there is no minimum speed limit. Vans are not restricted from tool carts and are the same as regular cars.

The reason why I didn't design the subway is because in the future we will design a more efficient means of transportation to replace the subway and buses. I call it the Smart Light Rail Maglev Bus System. It guarantees passengers a direct journey to their destination in a matter of minutes, without the need to transfer trains along the way. So it's faster and more efficient. The reason for this is the passenger single seat, which is like a taxi that takes the passenger to where he or she wants to go.

Since there is no physical object, it is just a concept at the moment, so I won't talk about it here. But I promise you that in a few years, our company will be able to manufacture it with much less investment than the subway.

Finally, because today's traffic is not congested, for a long time, the urban expressway can complete the traffic regulation task well, and the ring road elevated can be postponed due to the high cost. As long as we have this overall plan, we can have our own foundation.

I have finished my proposal for the "future of mobility". My second proposal is: urban policing.

At present, the management of urban public security is a major problem for all developed cities, and the public security organs alone cannot achieve the goal, and the participation of the whole society is also needed. We should not blindly crack down, but we need to combine leniency with severity. The highest crime rate is the unemployed, and if we manage this group of people in an orderly manner, we can greatly reduce the crime rate. My idea is to establish a number of general labor talent markets, and in the future, all employers and individuals in the city must go to this talent market to recruit workers, otherwise their employees will not be given temporary residence permits. If the public security organ finds that the employee of the employer has not applied for a temporary residence permit, it may impose a heavy fine. If there is no occupation in or outside the city, they are not allowed to leave until they are recruited by the employer. If they are not recruited for more than a week, they will be forcibly returned, but they will not be punished with beatings because they are not criminals. Therefore, the current shelters should be completely banned, because this is a serious violation of human rights and also affects the civilized image of HZ City.

The second group of people is the itinerant small traders in the city, and the urban management organs should not blindly crack down on them, strictly speaking, they are also self-reliant, and the laborers are honorable, and they should also be respected by the whole society. The urban management authorities should designate lots and sites that do not affect traffic for their use. If we do that, we won't be allowed to sell it anymore. The public security organs shall permit all those who engage in business and sales at designated places to apply for temporary residence permits.

The second big problem is the management of rental housing. My idea is to set up a rental housing market under the sub-district office, and in the future all units and individuals who want to rent out their houses will have to go to this market to rent. In the future, if the neighborhood office and the public security organ find out who is advertising rent outside, they can directly impose a heavy fine. In addition, all renters are required to show proof of doing business or working in the local area before they are allowed to rent. and ask for a temporary residence permit.

If we do these two things, the police will be able to forcibly repatriate those who are still wandering outside.

The purpose of my proposal is to improve the civilized image of our city and reduce the crime rate. Shelters should be resolutely banned, and now the central government and important media are already paying attention to this problem, and there have been many incidents and even deaths in them, all over the country, and the social impact is extremely bad.

Therefore, our city should take the lead in demonstrating and walk in the forefront of the country in the city's civilization construction.

My third proposal is: the Economic Development Proposal. Economic development has a bearing on all aspects of society, and if I talk about it in detail, I won't be able to finish it in three days and three nights, so I will only focus on the key points.

Now the development of GDp is being emphasized across the country as an indicator of urban economic development. I think this idea is one-sided and wrong. So what is the basis for the government's macroeconomic control?

I think it comes down to people, low-income people to be exact. This group accounts for the majority of the total social group, and they are divided into two groups: urban low-income people and farmers.

Let's start with low-income people in urban areas. This group is typically disadvantaged and scattered. If the economic income level of this group can be greatly improved, then the overall economic data of our city will also be greatly improved, and the economic structure will become increasingly healthy.

At present, the average monthly salary of low-income people in our city is 300 yuan. If our National People's Congress legislates, the minimum wage will be adjusted to 500 yuan per month, and the 8-hour working system will be guaranteed, and overtime will be counted separately. Overtime work during normal hours is 2 times the hourly wage, and overtime on holidays is 4 times the hourly wage.

As a result, their economic income level will be greatly increased, and the corresponding consumption level will also be greatly increased.

There seems to be only one victim here, and that is the employer. In fact, it is not an absolute disadvantage, and there are corresponding benefits. If everyone agrees that all are bad, then I am the biggest victim. Because our company has more than 20,000 employees, the minimum wage of our employees is 600 yuan, excluding overtime, bonuses, benefits, and dividends. The company stipulates that enterprise managers can enjoy 10% of the net profit of dividends, ordinary employees can enjoy 20% of the net profits, 20% of the development funds retained for the enterprise, and the remaining 50% are handed over to the head office. I've done this for my employees, and if I have the supervision of an accounting firm and a lawyer's firm, I don't have to worry about the management and development of the company anymore. And the quality of our company's products has achieved the best in the world, higher than the quality standards of developed countries, and far more than our national standards. So our products are sold all over the world. If I only give my employees 300 yuan for a low salary, then I want them to do this requirement, then it is impossible, they will turn their butts and leave, and my binding force on them is very low. But if I do that, you see if they dare to go. They can find such good things elsewhere. Therefore, entrepreneurs can increase the income of employees, can improve their work enthusiasm, business owners can also put forward high requirements for the quality of their products, then his products will be competitive in the society.

I just gave my own example, and I believe that the entrepreneurs here will think about it seriously. Comrades, you may not see it now, but I have long predicted that the social and economic competition and product competition will become more and more fierce in the future, and the enthusiasm and enthusiasm of employees will be the most important factor at that time.

Of course, some low-level enterprises really can't pay such high wages, so before the introduction of this measure, you should have to think of a way, either change careers or transfer to other places, but such an industry is a dead end after all, I advise you to change careers as soon as possible.

Government trade unions should truly play the role of leading and helping workers, and should have their own legal aid institutions that can effectively help workers defend their rights. And to create a workers' newspaper to receive complaints from Kanden workers, of course, before it can be audited and investigated.

We have just talked about workers, so for other low-income groups, the government should set up corresponding industry self-regulatory institutions, in order to effectively help and manage them, and improve their professional quality and service level. In addition, we will set up a low-interest loan fund, which can also raise donations from the whole society in addition to government investment, and I will take the lead in donating when the time comes. As long as you have proof of work and rent, the threshold should not be set too high, otherwise the original intention of setting up this fund will be lost.

To sum up, as long as the government raises the economic income level of low-income people, then enterprises will naturally improve and optimize the overall economic structure of the city through the survival of the fittest. A hundred billionaires are far inferior to a million households, and a hundred billionaires contribute almost zero to local consumption. If they have money, they will buy international famous brands, such as TVs, they will never buy TcL ace color TVs, and they will never play and so on. Of course, I am an exception, and I always give priority to buying domestic brands. Finally, I will say something unpleasant, if the company makes money, he may not necessarily invest in the local area, but may invest in a more suitable place. For example, I invested in a ceramics company in Foshan because it was more suitable than Huizhou. But it's not the same if the money goes into the pockets of low-income people, who need to spend and improve their living conditions, and their income level will not be enough if they spend all of it locally. As the saying goes, in the end, the meat will rot in the pot, so raising their income level is actually the most cost-effective. (Collective applause)

Now let's talk about the second low-income group: farmers. There are many ways to raise the level of peasants' economic income, and if I talk about them all, I won't be able to finish them in a day, and today I will only focus on the key points.

When we talk about peasants, we have to mention farmland, which has a population of more than one billion people, and its per capita cultivated land area ranks last in the world. Therefore, the government should give top priority to the protection of basic farmland. At present, all localities are advocating large-scale development and occupy a large amount of farmland, and our HZ city is no exception. To be continued.
