"Judging from the implementation of the 'Eleventh Five-Year Plan' housing security plan, we do have the problem of slow construction speed." Gong Hailin, deputy director of the Municipal Construction Bureau, did not shy away from this. He said: "There are four main reasons for the slow construction of affordable housing: First, there are obstacles in some project land, such as land acquisition and demolition, planning adjustment, and dealing with historical problems, which affect the progress of the project. Second, the source of funds for affordable housing construction is single, the scale is small, and the investment and financing mechanism needs to be improved. During the 11th Five-Year Plan period, the city's investment demand for affordable housing construction was nearly 50 billion yuan, but it was difficult for financial funds to meet the demand for affordable housing construction and operation funds. Third, the project approval process is complex and the cycle is long, and the necessary approval still includes 11 links, and the approval time limit takes about 100 working days; Some approvals are pre-empted or there are gaps in each other, which affects the progress of the construction of affordable housing. Fourth, the organizational structure is not perfect, the staffing is insufficient, and the work coordination mechanism is not smooth, resulting in low work efficiency. โ€

Zeng Xuening continued to raise questions: "Now that the provincial government has proposed a new housing plan, which plans to increase the requirements for affordable housing and arrange the construction of 240,000 units of affordable housing during the 11th Five-Year Plan period, the ratio of the construction area of affordable housing to the construction area of commercial housing will be increased from 25% to 30%. Some experts pointed out that even if the construction of 240,000 affordable housing units can be completed by 100 percent, the housing problem of a large number of low-income families will still not be solved. On the other hand, the Government Council has made it clear that by 2010, 10 million affordable housing units will be built across the country. Why is the amount of construction we have arranged so low? โ€

Gong Hailin responded: "The new housing plan formulated by the provincial government has increased the construction of affordable housing, and during the planning period, the city plans to raise and build about 240,000 affordable housing units, with a total construction area of about 16.16 million square meters; It is planned to start construction of about 210,000 new affordable housing units, and strive to achieve and exceed 60% of the construction rate; It is planned to complete about 210,000 units of affordable housing, and strive to achieve or exceed 50% of the completion rate. Zeng Xuening did not stop, he continued to ask: "According to the provisions of the "Jinning Housing Security Development Plan", the total amount of land planned for affordable housing in our city during the 'Eleventh Five-Year Plan' period is 10 hectares. However, in fact, in 2006, the actual land for affordable housing was 42.42 hectares, and in 2007 it was planned to be 40 hectares. What we want to ask is, with such a low actual supply of land for the construction of affordable housing, how can the construction of affordable housing be guaranteed? Why is the actual land for affordable housing still 0 this year? โ€

In response to the inquiry about the serious shortage of construction land supply, Wang Ling, deputy director of the Municipal Planning and Land Commission, responded: "The 'Eleventh Five-Year Plan' requires the city to supply 2 square kilometers of affordable housing land, and as of the end of last month, the actual supply of affordable housing construction land in the city has reached 2.45 square kilometers, that is, 245 hectares, completing 122.5% of the planning target." At the same time, he also pointed out: "In 2007, the actual land use for affordable housing was not zero. According to the original plan, the 2006-2010 years were 36.76 hectares, 60.54 hectares, 47.81 hectares, 40.13 hectares, and 60.17 hectares respectively. From 2008 to 2010, 148.1 hectares, or 1.48 square kilometers, should be arranged, and from this year's target, it also exceeded the target of 1.1 square kilometers of affordable housing land for 2008-2010 proposed in the original "Jinning Housing Security Development Plan". Of course, there is still a certain distance from the new plan requirements put forward by the provincial government, and the relevant departments will make corresponding changes to adapt. โ€

Zeng Xuening let go of this question and asked: "According to the regulations of the Government Council, the construction land of affordable housing and low- and medium-priced, small and medium-sized houses shall not be less than 70%. Does the city of Jinning meet such a requirement? Some developers turn two sets of small and medium-sized apartments into one set for sale, or two sets when they declare, but when they sell them, they sell one set, is there a strict investigation and punishment? โ€

Wang replied: "The supply of land for affordable housing and small and medium-sized ordinary commercial housing has reached 79% of the supply of housing land during the 11th Five-Year Plan period. At the same time, according to the incomplete statistics of the construction of the land for commercial housing transferred in the Eleventh Five-Year Plan, the construction area of commercial housing is 5,019,600 square meters, and the proportion of housing construction area of 90 square meters and below, 90-144 square meters, and more than 144 square meters is 72:11:17 respectively. The 90/70 standard required by the 11th Five-Year Plan for housing construction, as for the new standard of the provincial government, also needs some time to make policy adjustments. โ€

Zeng Xuening asked: "Some time ago, there was a situation of fraud in the placement of affordable housing in our city, and 20 applicants were found to have made false declarations. How can management ensure or minimize this phenomenon? Is there any collusion between staff and applicants? If so, the civil service should be cleared immediately. โ€

Gong Hailin responded: "Up to now, a total of 1,098 households in Jinning's second affordable housing audit failed, including 502 households with real estate, accounting for 45%, 305 households with bank assets and financial management of more than 200,000 yuan, 156 households with vehicles, and the remaining 135 households that are unqualified. In addition, we also reviewed all the applicants in more than 40 problem cases during the final review process. โ€

Without waiting for Zeng Xuening to ask again, Gong Hailin continued: "In terms of the review of the acceptance of affordable housing applications, our city has taken the lead in establishing a system of nine checks and nine verifications, three-level audits, and two-level publicity, which is the strictest in the country from the perspective of the scope of review. However, from the actual situation, the first is that the nine checks and nine cores lack good cร o work, and the efficiency is not high. We have seriously reflected on the questions and hot issues raised by the masses: First, we have not done enough in timely communication. If there is a problem with the publicity time, we will improve it in the future work, and at the same time, we must also avoid public misunderstanding caused by rushing for time. Second, there are indeed difficulties in the work. For example, we have studied such issues such as zero assets and living in luxury houses reflected by the media, and have asked audit departments at all levels to focus on verifying such cases. Due to the limited manpower, material resources and means, although the verification was carried out in accordance with the prescribed actions, it was still impossible to obtain substantive evidence of its falsification, and it could only be reported as a preliminary examination and re-examination. In the final review stage, if the bank, securities, real estate, vehicles and other items are verified, it can only be regarded as qualified. We will solve these problems by calling for the establishment of a social credit system, reducing profit margins, and increasing penalties. โ€

Another delegate named Xiao Jiamei said: "In the placement of affordable housing, the penalty for fraudulent personnel is a fine of 5,000 yuan, and they are not allowed to apply for affordable housing for three years. But it is clear that the cost of violating the law is so low, how does the Construction Authority think about it? Is BCA just reactive and irresponsible in enforcing the relevant regulations? Has any consideration been given to formulating the implementation rules of the regulations to punish those who commit fraud to the property of the family? You must know that the same situation in Hong Kong is punishable by imprisonment! โ€

Gong Hailin first responded to the question of whether to formulate detailed rules for the implementation of the regulations, he said: "According to the "Jinning Affordable Housing Regulations", the relevant supporting measures should be issued within one year, and they have been sent to the relevant government departments for review. โ€

However, Gong Hailin also admitted the difficulties faced by this work: "In view of the professionalism and complexity of the identification of asset income, and the fact that the personal credit reporting system is not yet mature and perfect at the current stage in China, it is indeed difficult to accurately verify the fraudulent behavior of illegal applicants without a professional team and institutions." Therefore, the relevant municipal authorities have suggested to the municipal government that they hope to set up a special low-income family asset certification center with reference to the practice of Dongfang and other cities, so as to make this work professional, legal, and regular, and objectively and fairly verify personal assets and income. Gong Hailin finally said that in the future, there will be perennial reviews, regular spot checks, and dynamic supervision, even if the affordable housing has been found to be fraudulent, it will also be punished.
