(1) Recent work. After the approval of the comprehensive supporting reform pilot zone for the construction of the 'two-type society' in the Xingchuwei urban agglomeration, the Chuzhou Municipal Party Committee and the Municipal Government attached great importance to it, and worked hard to innovate and actively carry out relevant work in accordance with the requirements of the central and provincial governments. First, a special working organization has been set up. (2) Basic work ideas. 1. Clarify the positioning of a city: a hub city characterized by advanced manufacturing industries such as machinery and equipment and energy industry. 2. Create two demonstration areas: one is the circular economy demonstration zone in the core area; The second is to expand the demonstration area of modern agricultural industrialization in the area. 3. Three development poles are formed: Tianyuan District to the west, Yunlong New Town to the northeast, and Lusong-Lukou to the south. 4. Strengthen the driving force in four aspects: system promotion, policy promotion, science and technology driving, and cultural assistance. 5. Optimize five development platforms: investment promotion, financing, entrepreneurship, production services, and public services. 6. Develop six strategic industries: While continuing to attach importance to the development and upgrading of pillar industries such as smelting and deep processing, rail transit equipment manufacturing, chemical industry, and building materials, we will also highlight the development of strategic industries such as automobile industry, new energy and new material industry, aviation industry, clothing industry, biopharmaceutical and health food industry, and production services based on logistics industry and vocational education.
(3) Current work priorities. The construction of a 'two-type society' is a systematic project with rich connotations, and the key is to find the right entry point. Based on the actual situation of Chuzhou, the city put forward the concept of 'building a demonstration area and building a new Chuzhou', focusing on the circular economy demonstration zone in the core area as a demonstration area for the construction and reform experiment of the 'two-type society' of the Xingchuwei urban agglomeration, and the first to pilot and break through. The circular economy demonstration zone mainly includes three areas: one is the Qingshuitang area. Qingshuitang Circular Economy Industrial Zone has a planning area of 16 square kilometers, which is the old industrial base of the country's "First Five-Year Plan" and "Second Five-Year Plan" period, focusing on the construction of heavy chemical industries such as metallurgy, chemical industry, building materials, thermal power, etc., and currently gathers a large number of industrial enterprises in our city, and the industrial added value occupies the first place in the city. Due to the industrial structure and historical reasons, the environment in this area is seriously polluted, and it is a well-known industrial pollution area in the country. The sewage from Qingshuitang Industrial Zone is mainly injected into the Xiawan section of the Xiaojiang River, so the Xiawan section is the most polluted, and its water pollution has a serious impact on the drinking water safety of the Xiaojiang River and even the middle and lower reaches of the Yangtze River. Toxic heavy metals such as cadmium, lead, and mercury in the soil of this area have seriously exceeded the standard, and it is known as the 'three no' area: no fresh air, no safe water, and no safe food. In 2000 and 2001, it was rated as one of the top 10 air polluted cities in China. If the environmental pollution problem of Qingshuitang Industrial Zone is not solved, the construction of the 'two-type society' of the Xinghuawei urban agglomeration will be seriously restricted. It is recommended to continue to take the Qingshuitang Industrial Zone as a key pollution area in the province and the country to carry out key remediation, and vigorously develop the circular economy through energy conservation and emission reduction, resource recycling. The second is the Yunlong New City area. Yunlong New Town (including Yuntian Township and Longtoupu Town) covers an area of about 50 square kilometers, is the core area of the junction of Xingjiawei, Shangrui Expressway, Changzhu Expressway runs through the territory, and has an interchange, the planned Xingjiawei intercity light rail through Longtoupu, Yunlong New Town as a demonstration area is conducive to accelerating the pace of integration of the three cities, and is conducive to combining with the industrial transfer and resettlement of Qingshuitang Industrial Zone. The third is the old city renovation area. There are still many industrial enterprises in the central area of the old city of Chuzhou. In particular, the Chuzhou Power Plant and the Lusong Garment Group are located in the center of the city, and there are environmental problems such as large emissions of 'three wastes', traffic congestion, and many potential safety hazards. The city is planning to improve the infrastructure and transform the old city into a central business district with commerce, clothing, trade, logistics, and residential as the main functions.

According to the estimates, the total area of Chuzhou City will increase to about 2,560 square kilometers in the core area of the Xinghuawei urban agglomeration, including 536 square kilometers in the four districts of the city, 1,201 square kilometers in Liling City, and 829 square kilometers in Chuzhou County.
(2) Request to support the construction of the city's 'two-type society' circular economy demonstration zone. As an old industrial base, many large and medium-sized state-owned enterprises in our city have made outstanding contributions to the national economic development, such as more than 400,000 tons of zinc, lead and other sè metals in the city, and the annual profits and taxes of nearly 1 billion yuan have been handed over to the state, but it has also left a serious pollution problem to the locality, according to incomplete statistics, only the pollution control in the Qingshuitang area needs to invest more than 15 billion yuan. We request strong support from the state and provinces in the following areas:
1. Request the National Development and Reform Commission to include the planning of the 'two-type society' construction of the circular economy demonstration zone in the Xinghuawei urban agglomeration in the overall plan for the construction of the 'two-type society' in Xinghuawei urban agglomeration, and enjoy the relevant policies of the national economic and technological development zone.
2. Request the National Development and Reform Commission to set up a special project for environmental governance of Qingshuitang in Chuzhou, and provide policy and financial support for land degeneration, industrial transfer, resettlement, infrastructure construction, and environmental governance in the demonstration area. For residents who need to be resettled, it is recommended to give special financial support according to the current national resettlement policy for large reservoirs.
3. For the upgrading and transformation of old enterprises with backward technology and equipment, high energy consumption and heavy pollution in the demonstration area, the state is requested to return more than 50% of the total tax revenue of the enterprise to the enterprise in the form of transfer payment in about three years for product development, technology upgrading, process improvement and equipment renewal of the enterprise.
4. The National Development and Reform Commission is requested to give national debt subsidies to the first batch of state-supported circular economy projects such as the first batch of demonstration projects for the application of sulfur resource recycling technology of Chuzhou Smelting Group, the comprehensive utilization project of polyvinyl chloride calcium carbide slag resource of Xiaonan Chuzhou Chemical Group Integrity Co., Ltd., the soda ash production project for the recycling and utilization of hydrazine hydrate salt slag, the sewage treatment plant in the industrial zone, and the comprehensive utilization of fly ash.
(3) Request for support for the conversion and improvement of heavy metal polluted land in Zhangzhou City. Due to historical and technical reasons, a large number of heavy metal pollutants such as cadmium and lead in Qingshuitang Industrial Zone drifted into the air with the air and infiltrated into the ground with the wastewater, resulting in a land area of 160 square kilometers where cadmium exceeded the standard by more than 5 times, and the cultivated land in the heavily polluted area was no longer suitable for planting rice, vegetables and other edible crops, and the normal production and life of local residents were seriously affected, and even endangered their health.
Request the National Development and Reform Commission to support the city's overall relocation and resettlement of residents in the core areas of heavy metal pollution; Support the city to change 3,441 hectares (34.41 square kilometers) of land in the core polluted area as a special case to industrial and mining construction land and urban construction land, and support the city to change more than 120 square kilometers of heavy metal polluted land outside the core area to other non-edible crops and other methods for cultivated land improvement and ecological restoration.
(4) Request that Yanling County and Chaling County be included in the scope of national cash-for-work support. Yanling County and Chaling County in our city were an important part of the Jinggangshan Revolutionary Base Area during the Agrarian Revolution. Due to their remote location and poor basic conditions, the living standards of the people in the two counties are still low, and there is a big gap between them and the developed areas. Due to various reasons, Yanling and Chaling counties have not been listed as poverty-stricken counties, and they have not enjoyed the support of the central government in the form of work-for-relief. The other four counties (such as Suichuan County, Jiangxi) that are also part of the Jinggangshan Revolutionary Base Area are all classified as poverty-stricken counties and enjoy financial support from the central government. It requested the National Development and Reform Commission to support the inclusion of Yanling and Chaling counties in the scope of support from the central financial budget with industrial loan relief funds, and to support them according to the standards of poor counties.
(5) Request to support the construction of the Xiaojiang flood control and drainage project in our city. In recent years, although the city's flood control and drainage facilities have been greatly improved, there are still the following two main problems: First, the standard of embankment needs to be improved as a whole. The four flood control protection rings in the urban area do not meet the fortification standard of once in a century, and most of the embankments in Hexi and Hedong only meet the standard of once in 50 years, and there is a flood control gap in the inner embankment of Baishi Port. Second, the drainage facilities and equipment in urban areas and Chuzhou County are aging, and the drainage standards are not high. The National Development and Reform Commission is requested to support the construction of flood control and drainage projects in our city, and increase the support of supporting projects and funds.
(6) Request to support the construction of the city's coal-power integration project. Chuzhou Huayin Thermal Power Generation Co., Ltd., formerly known as Chuzhou Power Plant in Xiaonan Province, was one of the 156 key projects of the National "First Five-Year Plan". The company has an installed capacity of 870m and an annual power generation capacity of 7.6 billion kWh. The current site of the power plant has changed from the original suburbs to the city center, which is the main residential area and business district, and its production and operation have had a great impact on the daily life of the surrounding people and the planning and improvement of urban construction.
In order to meet the requirements of the construction of a 'two-type society', Datang Huayin Electric Power Co., Ltd. plans to shut down two 125m-level ultra-supercritical coal-fired units of Chuzhou Power Plant in accordance with the national policy of 'big and small', and simultaneously install environmental protection facilities such as desulfurization and denitrification, so as to promote the transformation of the province's power industry to a conservation-oriented and clean-type.
After the completion of the coal-power integration project, the main use of the local abundant inferior anthracite power generation, the power supply range is the Xinghuawei area and the southern area of Xiaonan, its completion can meet the urgent need of the growing power load of Xiaonan power grid, will fundamentally alleviate the environmental pollution caused by the location of the power plant in the center of the city, and effectively improve the environmental quality of the city. The National Development and Reform Commission (NDRC) was requested to support the early approval of the project.
