Fourth, the principle of sustainable development of resources:
National nature reserves and national natural parks are designated by the central government, and activities that destroy natural resources are strictly prohibited within the scope, and the relative greening rate is maintained at an annual rate of 0.5%. 5. Principle of balanced development:
Balance regional disparities, urban-rural disparities, and disparities between provinces, municipalities and member federations. In economically developed areas (provincial-level units that assess the comprehensive economic indicators above the national average level every year), 2% of the total fiscal revenue of the provincial-level units will be drawn every year, and 2% will be drawn from other funds to form the national balanced development fund, and the national balanced development fund for the next year will be adjusted between 4% and 7% according to the annual regional gap, urban-rural gap, and the gap between the provinces and municipalities directly under the central government and the federation. 6. Basic Principles of Friendly Coexistence (Principle of Friendship):

China welcomes foreigners to settle in China, does not restrict ordinary citizens from emigrating overseas, and allows Chinese citizens to have dual citizenship.

7. Prudent and proactive monetary, financial, and fiscal policies:

Government military expenditures are allocated by the central authorities in a unified manner, and in principle, they do not exceed 7 percent of the state central budget in peacetime, of which office expenditures do not exceed 5 percent of the total military expenditures. Projects that focus on the national economy and people's livelihood shall be jointly invested by the local government and the state in accordance with the above proportions.
