In the years that followed, film censorship was carried out without clear standards, and in 1973, the Film and Entertainment Administration promulgated film censorship standards, known as the Film Censorship Guidelines, which listed eight standards for censorship, but this was not a law, but an administrative code, which was equivalent to the departmental regulations of the mainland.
Under Article 7(1) of the Places of Public Entertainment Ordinance 1953, the Government should conduct film censorship in accordance with the methods and principles set out in the Film Censorship Regulations, but the Principles and Standards of Inspection are not specified in the Film Censorship Regulations.
The absence of principles and standards in the Film Censorship Regulations to limit the Government's power to censorship of films is contrary to the principles of common law and inconsistent with the provisions of the Places of Public Entertainment Ordinance 1953 and is therefore ultra vires, which is an offence.
The film censorship regulations established under the Film and Entertainment Regulatory Office and the Film Censorship Guidelines formulated and published by the Act are therefore illegal, and all film censorship activities carried out by the Government in accordance with the Regulations and Guidelines are therefore illegal.

At the same time, after years of discussion and deliberation, the mainland also formulated a film classification system with reference to Hong Kong's film legislative process, which was promulgated on March 1, 1989, and implemented nationwide on May 1, 1989, but unfortunately, a month later, a storm made the 10-year efforts of mainland filmmakers come to naught.
The official authoritative magazine "Lookout" has reported on the mainland's classification system, its name is "Notice on the Implementation of the Censorship and Screening Classification System for Some Films", nominally "some films", but in fact covers almost all types of films except military and main theme themes, which clearly stipulate four standards that are "not suitable for children": films with plots such as rape, theft, drug abuse, drug trafficking, and prostitution; Films with violence, murder, and fighting plots that can easily arouse the sense of terror among children and teenagers; Films depicting ** and sexual acts; There are films that show social deformities.
