Only the Taoist doctrine is a permanent doctrine, a doctrine of survival, a doctrine of healing the mind, and it is eternal.

People's hearts are confused, and it is strange that this world is not chaotic. So! No matter what method the king and wise man use to rule the world, they must not forget to rule the heart first. Governing the mind is fundamental, and the laws and regulations used to govern the world are all temporary in nature.
