Chapter 563: Tuan Democratic Party
As the conditions and procedures for joining the Communist Party of China, the first is the condition for joining the party, first of all, the craftsmen, peasants, soldiers, literati and other people with lofty ideals who have joined the great cause of reunification should be at least 18 years old; recognition of the party's program and constitution; a willingness to join and actively work in one of the Party organizations; implementation of the Party's resolutions; Pay the party dues on time.
The process of joining the party is first and foremost an individual application; Organizational training (the training and inspection period for party members is more than one year), fill in the inspection form for party activists; To fill out the party volunteer form, there must be two official party members as introducers; Branch review, branch meeting to discuss and make resolutions, report to the party committee; Higher-level party organization talks, understands, and approves (the preparatory period is more than one year); oath of membership in the party; preparatory period; The branch inspects the preparatory period, puts forward opinions on whether it can be regularized, and reports to the party committee; The Party committee reviews and confines those who meet the conditions to become regulars, and the probationary period is extended if they do not meet the conditions; Regularization: Individual application; Passed by the branch meeting; Report to the Party Committee for approval; Extension period: The branch inspects the extension period, puts forward opinions, and reports to the party committee for review, and the qualified ones are regularized, and the qualifications of probationary party members are cancelled if they are not qualified.
Supreme Bao was naturally elected as the secretary of the party branch of the Tuanmin Party, and Lu Xiaoyu served as the deputy secretary. The requirements for joining the League and the People's Party are even more stringent than those for entering the PLA. A soldier may be fine as long as he is physically qualified and mentally healthy. But joining the Tuan Democratic Party is different.
Supreme Treasure stipulates that not anyone can apply for the People's Republic of China Tuan Democrat Party. The party constitution stipulates that craftsmen, peasants, soldiers, literati and other people with lofty ideals who have reached the age of 18 may apply to join the Communist Youth League of the Republic if they recognize the party's program and constitution, are willing to join and actively work in one of the party's organizations, carry out the party's resolutions, and pay party dues on time.
According to this regulation, applicants must meet the following five conditions to apply for membership in the Republican League and Democratic Party: be at least 18 years old; I must have the nationality of the Republic and cannot be open to the people smuggled from Nanchu for the time being, just in case there are spies mixed in it, and they are engaged in labor rather than exploiting the labor of others; Acknowledging the Party's program and constitution is not just rhetoric, but more importantly determination and action; Willingness to participate in party organizations and actively work in them. Only when all party members resolutely implement the party's resolutions can we ensure a high degree of ideological, political, and operational unity of the whole party, and the party can have combat effectiveness; Willing to pay party dues on time. This is an expression of party members' concern for the party's cause and their sense of organization.
The work of the party organization for the activists of the literati to join the party is mainly to train and educate them, help them learn the basic knowledge of the party, establish the ideals of the republic, improve their understanding of the party, and clarify how to apply for membership in the party and how to strive to become a qualified member of the Communist Youth League. It is also possible to recruit individual literati who really meet the requirements for party membership into the party, but they must adhere to the standards and strictly control them.
As for whether the people who come to Huizhou from other areas of Southern Chu can apply to join the party, Supreme Treasure also pointed out that the party organization should treat the people of Southern Chu who actively apply to join the party, and should be in accordance with the provisions of the party constitution to actively carry out training and education, mature one, and develop one. Historical and specific analyses should be made of their histories, families, and social relationships in other parts of Southern Chu. Whether or not they can join the party depends mainly on whether their political stance, ideological consciousness, and actual performance meet the requirements for party membership.
For those who go out to work or do business to apply to join the Party, if they have a relatively fixed work unit or location, they should submit an application for Party membership to the Party organization of the industrial and commercial administrative department of the place where they are currently working or where they are doing business. Otherwise, they should submit an application for Party membership to the Party organization of their original unit or the Party organization of the place where their household registration is located. The party organization of their original unit or the party organization of the place where their household registration is located should enthusiastically accept the applications for joining the party from those who have gone out to work and do business, and be responsible for cultivating, educating, and inspecting them, constantly supervising their study, understanding and grasping their work, study, and living conditions during their absence, actively carrying out criticism and education, and promptly recruiting them into the party when they meet the requirements for being a member of the Communist Youth League. Personnel who go out to work and do business should also regularly and actively report their thinking, work, and study to the party organization, actively accept the training, education, and inspection of the party organization, and strive to join the party organization at an early date.
Peasants who have been recruited or recruited to work in state-owned factories in townships and towns who wish to join the party should submit an application for joining the party to the party organization of their current unit, although their hukou has not been relocated with them, if the period has exceeded one year. After Party organization training, education, and inspection, if they do already meet the requirements for Party membership, they may be recruited into the Party after soliciting the opinions of the township (town) or village Party organization where their household registration is located. But pay special attention no matter where it is. To go through the formalities for joining the party, the party organizations of both sides have the responsibility to train and educate them, and take the initiative to communicate the situation and actively carry out their work.
For those unemployed young people who have not yet been allocated land or have not joined the factories set up by the Republic, they can also be recruited into the Party if they want to apply for membership in the Party. Since the unemployed youth is under the management of the neighborhood where he lives, the unemployed youth should apply to the neighborhood party organization in his place of residence to join the party, and the neighborhood party organization is responsible for training, educating and inspecting him.
As long as the Tuanmin Party organization treats the disabled who want to join the Party, it should be treated like a normal person, as long as the person actively requests to join the Party, has the conditions for Party membership, and can play a certain influence and role, the Party organization can recruit him into the Party.
Party organizations should take a cautious attitude toward those who have been persuaded to retire from the party, those who have left the party on their own initiative, or those who have left the party on their own initiative and who have left the party. Some of them have been educated by the party for a long time, have raised their political consciousness, have a deep understanding of their past performance checks, and can be re-admitted to the party.
If a person who has been expelled from the League wants to rejoin the party, it must be determined according to the nature of the mistakes he has made, his attitude toward his mistakes, and his actual performance. If, after a long period of testing by the Party organization, it is proved that the mistake has been corrected, and I actively request to join the Party, and after strict examination by the Party organization, it is found that I truly meet the requirements for Party membership, I may be recruited into the Party.
The age of a Party member who rejoins the Party shall be counted from the date on which he or she becomes a full Party member after rejoining the Party. The party age in the preceding paragraph is not counted.
During the liberation war and construction of Nanchu, some activists who wanted to join the party bravely sacrificed their lives for the interests of the party and the people, like the People's Liberation Army at that time. In order to commend their heroic deeds and to educate and motivate the broad masses of Party members and the masses, Party organizations may selectively posthumously recognize them as members of the Republican League and the People's Party. Identifying party members is a very serious and prudent task, and it must be strictly mastered. Only those who have bravely sacrificed their lives for the cause of revolution and construction, who have made outstanding deeds, who have submitted a request to the party organization to join the party during their lifetime, who have consistently performed well, who meet the requirements for membership of the League and the people, and who have influence within a certain range, can be posthumously recognized as party members.
