In February 1969, the 601 Institute decided to draw part of its strength to continue the development of the J-9 aircraft. At this time, the Air Force put forward requirements for the J-9, with an active radius of 900-1000 kilometers, a weight of 13 tons, an overload of 8, a ceiling of 25000, and a flight Mach number of 2.5. That is, the later Double 25 Plan. In order to achieve this goal, the design institute carried out a lot of demonstrations, and finally focused on the tailless delta wing plus the front wing and belly air intake, in addition to estimating the optimization, but also rushed to produce two sets of wind tunnel test models, high-speed and low-speed. After a lot of experiments, the canard layout was finally chosen, with air intake on both sides, which is the J-9VI-I scheme.
The design institute just breathed a sigh of relief, and the Air Force once again put forward a request, Double 25 is too small, Double 28 is too high, it should be Double 26, that is, the maximum use of Mach number 2.6, the static ceiling of 26 kilometers, and the maximum use of the watch speed of 1,300 kilometers per hour, this is the Double 26 plan.
In order to meet this requirement, the original layout can no longer meet the needs, the design institute had to redesign the shape, and the J-9 began to evolve into a double-engine and double-vertical tail layout, which is called the J-9VI-II.
However, the level of science and technology in China is not well developed. Although the experts have been improving these programs, they are still unable to meet the target requirements. At this time, the development of the engine also stagnated, and in April 1972, the Sixth Academy decided to suspend the development of the J-9, requiring the 611 Institute to turn to the research of fighter-bombers or trainers, which was the second discontinuation of the J-9 project.
Of course, this was a bombshell, which shocked everyone in the 611 Institute, and they didn't understand why they were carrying out such a surprise attack. To this end, someone wrote a report to Prime Minister Enlai, Vice Chairman Jianying. The two leaders gave instructions respectively, and Prime Minister Enlai asked the Air Force Command to find 611 institutes for research and research. Vice Chairman Jianying asked the Third Machinery Department to study and study.
After talking to the main cadres of the 611 Institute, the Air Force proposed that the performance of the J-9 must reach the double 25, and the Air Force should not want it if it is lower than this standard. As a result, the 611 Institute once again submitted the J-9 development plan.
In 1974, the Third Aircraft Department held a J-9 demonstration meeting, and adjusted the main design indicators for the fourth time. It was decided to fly the Mach number at 2.4-2.5, and the ceiling to 23-24 km. In November of the same year, the Third Aircraft Department held a review meeting on the J-9 aircraft program in Jinhuai, and decided that the 611 Institute and the 132 Factory would continue to develop the J-9. This is the third launch of the J-9.
In January 1975, the Third Aircraft Department reported to the State Council and the Military Commission, hoping to make appropriate adjustments to the J-9 indicators, that is, the maximum Mach number of 2.5-2.6, the ceiling of 23,000 meters, and so on.
On February 18, with the intervention of Comrade Xiaoping, this request was agreed.
On 23 December, the State Development Planning Commission and the National Defense Office of the State Council approved the development and implementation plan for the Jian-9 aircraft submitted by the Ministry of the Third Aircraft, and agreed to make five of them in batches, the first one in 1980, and the design finalized in 1983.
At the beginning of 1976, on the basis of the J-9VI-I scheme, the 611 Institute adjusted the overall aerodynamic layout and design parameters, and finally formed the J-9VI-III scheme. The machine maintains the original canard layout and adopts air intake on both sides.
But just when the work was in full swing, the 611 Institute suddenly received an order, due to the adjustment of the project of the research and development unit, the J-9 project was discontinued, and the data was filed. This is the third dismount of the J-9, and unlike before, the project was completely terminated. The development of the turbofan-6 engine, the 205 fighter radar, and the Thunderbolt-4 air-to-air missile has also been gradually stopped. ”
