"Comrades, today, the whole regiment military meeting is being held mainly to make arrangements for this year's non-commissioned officer selection work.

First of all, let me learn about the "Work Plan for the Annual Non-commissioned Officer Selection of the Regiment."

In order to ensure the quality of the selection of noncommissioned officers, this plan is formulated on the basis of the Military Region's "Implementation Measures for Strengthening the Construction of the Noncommissioned Officer Team" and the division's "Implementation Measures for the Selection of Noncommissioned Officers (for Trial Implementation)", to further clarify the organizational division of labor, refine the time nodes, and ensure that the selection of noncommissioned officers is carried out in an orderly manner.

1. Guiding ideology

Guided by the policies and regulations of the General Headquarters, Military Regions, and Group Armies and the spirit of the Work Conference on By-Election and Retirement, and in accordance with the principle of "selection according to the number of personnel, fixed post positioning; Unified norms and implementation in accordance with the law; Quantitative evaluation, scoring and queuing; Carry forward the principle of democracy, openness and fairness, scientifically coordinate and organize strictly, and ensure that the task of selecting noncommissioned officers is completed within a time limit and with high standards.

2. Organizational structure

Under the leadership of the regiment's party committee, a leading group for the selection of noncommissioned officers was set up: Chi was the deputy regiment commander, the leaders of various departments were the deputy team leaders, the headquarters training unit, communications chief, military affairs unit, artillery unit, and management unit chief, political department organization unit chief, propaganda unit chief, security unit chief, and discipline inspection officer, logistics department combat service staff officer, finance unit chief, oil transportation unit chief, quartermaster unit chief, health team chief, and equipment department combat technical staff officer, ordnance unit chief, armored unit chief, and industrial and chemical unit chief of the equipment department were team members, mainly responsible for the organization and implementation of the work of non-commissioned officer selection. The non-commissioned officer selection office is located in the Military Affairs Unit. Under the leadership of the League Leading Group, there are four working groups:

1. Organize the planning group. 3. Publicity and education. The Publicity Unit is responsible for taking the lead, with the cooperation of relevant business departments, and is mainly responsible for the implementation of the "Ten Ones" activities and publicity and education in the process of non-commissioned officer selection.

4. Discipline inspection work. The Organizational Unit is responsible for disciplinary inspections in the selection of non-commissioned officers.

3. Principles and conditions

(1) Basic conditions

1. Strong ideology, competent for their own duties, qualified in military assessment, high in democratic evaluation, competent in annual evaluation, with junior high school education or above, good health, and in line with the establishment standards.

2. Those selected for professional and technical non-commissioned officers must undergo more than 3 months of professional training from training institutions at or above the regimental level, except for a few specialties that do not have training institutions and are trained by grass-roots units; Those who are promoted to the rank of fourth-class sergeant major must be trained by a training institution (academy) at or above the army level. Selected as junior and intermediate non-commissioned officers, in principle, the continuous working time in the professional post shall not be less than half a year and five years respectively.

3. Those selected as commanding non-commissioned officers or intermediate non-commissioned officers should generally have a high school (technical secondary school) education level or above, and the annual military assessment general evaluation should be "good" or above.

4. The dossiers are complete, and the legal identification materials are true and valid.

(2) Preferred conditions

On the basis of the priority selection conditions specified in the "Implementation Measures for the Selection of Non-commissioned Officers of Group Army", the "six priorities" are highlighted:

1. Participating in the training of the division teaching team to advance the command squad leader;

2. Those who have participated in training at or above the military region level;

3. Those who belong to major professional and technical soldiers;

4. Participate in the competition and above and obtain the top three;

5. Those who have been awarded a third-class meritorious service or above;

6. It is a party member.

(3) Do not choose conditions

On the basis of the "Implementation Measures for the Selection of Non-commissioned Officers of Group Army" clearly stated that the selection conditions are not allowed, adhere to the "six non-selections":

1. Those who received a disciplinary punishment in the same year;

2. Failing the comprehensive assessment of military evaluations;

3. Those who fail to pass the physical examination;

4. Without the recommendation of the grassroots level and the full publicity;

5. The approval rate of democratic evaluation does not reach 70% of the total number of participants in the evaluation;

6. Those who are determined to be individuals, have negative thoughts, misconduct, or poor performance in reality.

(4) Promoted sergeants and fourth-class sergeant major personnel adhere to the "four must-go"

1. Those who received a disciplinary punishment in the same year;

2. Those who fail to pass the physical examination;

3. The elements of the dossier materials are missing;

4. Those who fail to pass the annual competency assessment.

Fourth, the division of steps

The selection of non-commissioned officers was organized and implemented in nine steps:

(1) Investigation and mapping (before November 10). Complete the investigation of the ideological dynamics and professional skills of the soldiers, focusing on three aspects:

(1) Mental status. Conscripts who have served for 2 years and non-commissioned officers who have served for 5 years, 8 years, 12 years, and 16 years, and their willingness to select and retain companies and their actual performance;

(2) Professional status. the number of non-commissioned officers in each specialty, the number of existing non-commissioned officers, the number of excess vacancies, the number of non-commissioned officers who are over-graded, over-established, and unstaffed, and the provisions on the length of service and professional and technical status of the existing non-commissioned officers who have completed 2 years of compulsory service and 5, 8, 12, and 16 years of service;

(3) The condition of wounded, sick and disabled soldiers. The number of wounded, sick and disabled soldiers, especially some who are chronically ill, unfit for continued service, medically terminated or basically terminated, and personal thoughts.

(2) Individual application (before November 10). All personnel who are willing to be selected and promoted shall complete their individual application in accordance with the format standard of the regiment's "Application for Non-commissioned Officer Selection (Promotion)" and report to the party branch of the company for the record. After reviewing the applicant's qualifications, the Party branch shall publicize the applicant's name, education level, professional position, training experience, and preferential conditions.

(3) Deployment tasks (before November 12).

1. Convene a general meeting of regimental soldiers. In the square in front of the artillery barracks, the regiment's "regimental XXXX year non-commissioned officer selection work deployment meeting" was held, and the officers and soldiers of the regiment participated, deployed the non-commissioned officer selection work, organized and studied the regiment's "Implementation Measures for the Selection of Non-commissioned Officers" and related policies, clarified the organization and leadership division of labor and the plan for squatting in the camp, and the regiment commander made a mobilization speech.

2. Convene a meeting of the servicemen of organs, battalions and companies. After the meeting, all departments, battalions, and companies directly under the organ should organize remobilization to understand the policy and unify their thinking, and the party committee (branch) should make a commitment to the officers and men under their command to select non-commissioned officers fairly and honestly.

(4) Organ assessment (November 11 to 15).

1. Preparation for assessment. On 11 November, the training unit completed the assessment plan for common subjects (military theory, physical fitness and basic skills) and issued a question bank for the assessment of military theory. On November 12, the assessment plan was issued, and the training unit completed the setting of the common subject assessment venue; Before 18 o'clock on the 13th, each business unit completed the setting of the assessment venue for professional subjects.

2. Assessment content. It is divided into common subjects and specialized subjects.

(1) Three contents of the common subject assessment: military theory, according to the "Army Military Training and Assessment Syllabus" and the textbooks issued by the superiors, the assessment of high-tech knowledge, knowledge of the services and arms and training laws and regulations, etc.; Basic skills, 3 items from the 3rd to 8th enlistment training subjects of the "Army Military Training and Assessment Syllabus"; Physical fitness, 5 items of basic physical fitness are assessed.

(2) Three contents of professional subject assessment: professional foundation, 2 contents are selected from the basic training subjects of the "Army Military Training and Assessment Syllabus" (non-commissioned officers who hold the position of command squad leader are not assessed for professional basis); Professional skills (refer to the provisions of Article 11 of Chapter IV of the "Implementation Measures for the Comprehensive Evaluation of the Ability and Quality of Non-commissioned Officers of Military Regions") shall be determined by each operational unit; Command quality: Non-commissioned officers who hold the position of squad leader or deputy squad leader are assessed for their command quality, and one content is selected from the training subjects of the "Army Military Training and Assessment Syllabus", and one teaching method is selected for teaching subjects.

3. Assessment implementation (November 13-15).

(1) Assessment of junior non-commissioned officers: All senior soldiers who are willing to be selected as corporals and non-commissioned officers who are promoted to sergeants will be assessed by the regiment. On November 13, the common subject assessment will be completed all day, on November 14, the professional subject assessment will be completed all day, and on November 15, all conscripts who are willing to be selected as junior non-commissioned officers and non-commissioned officers who have served for 5 years will be physically examined;

(2) Intermediate non-commissioned officer assessment: The assessment of all non-commissioned officers who have served for 8 years and 12 years shall be organized and implemented by the division, and the specific time shall be subject to the notice of the division.

4. Summary results (November 15). On the morning of 15 November, the training unit summarized the assessment results of common subjects, and each business unit summarized the assessment results of specialized subjects, and reported the assessment results to the military affairs unit in a unified format according to the "Implementation Measures for the Selection of Non-commissioned Officers of the Regiment" before 15 p.m. The results of the physical examination shall be reported to the military affairs unit before 20 o'clock, and then the regiment will report the assessment results and physical examination results to the party branches for publicity (refer to Annex 7 of the "Implementation Measures for the Selection of Non-commissioned Officers of the Regiment" for the publicity standards).

(5) Democracy assessment (before November 15). Organize the evaluation with the organs, departments, battalion headquarters and companies as units. During the democratic evaluation, the organ should have cadres at or above the deputy battalion level to supervise the squatting point, and the evaluation results should be recorded and announced on the spot, and the evaluation results should be made in duplicate, and the cadres at the squatting point, the battalion and company commanders, and the non-commissioned officer branch committee should jointly sign and report to the party branch and the military affairs unit for filing and filing. After the democratic evaluation, the party branch will publicize the evaluation ranking according to the annual military division.

(6) Grassroots recommendation (before November 16).

1. Convene a meeting of the Party branch. The Party branch convenes a branch committee to study and recommend the pre-selected objects, and determines the selection of recommended objects in the form of voting according to policies and regulations, evaluation results, allocation, professional needs and usual performance, and the recommendations are signed by the branch secretary, deputy secretary and squatting cadres and reported to the Party committee at the next higher level, and the recommendation results are publicized in the name of the Party branch.

2. Convene a meeting of the battalion party committee. The battalion-level party committee should deliberate and verify the pre-selected objects recommended by the party branch, and when the party committee is convened to study and recommend the plan, the regimental standing committee members who are responsible for the work should attend the meeting as observers, and in accordance with the procedures of "each company reporting the situation, studying and checking it one by one, and collectively discussing and voting", examine and approve the order of the recommended rankings of each party branch, and the recommended plan shall be distinguished by the professional ranking among the annual soldiers, and shall be signed by the secretary and deputy secretary of the battalion party committee and the standing committee of the regiment of the battalion, and then reported to the military affairs unit, and at the same time the recommendation results will be publicized.

(7) Examination and approval by the Party Committee (November 16-17).

1. Pre-selection of objects for the preliminary examination (all day on November 16). The regimental leaders in charge, the military affairs unit, the operational department, and the battalion and company commanders shall conduct a "comprehensive examination" by means of unit-by-unit study to determine the personnel to be selected.

2. Convening of the Youth League Party Committee (November 17). In accordance with the procedures for the organization and study of this winter's non-commissioned officer selection policy by the head in charge, the organ's report on the basic situation of this winter's selection of non-commissioned officers, and the study of the personnel to be selected by the regimental party committee members unit by unit, collective discussion and voting, and the study of the personnel to be selected.

(8) Pre-election announcement (November 18-24). A seven-day public announcement was made on the proposed selection of junior and modified non-commissioned officers, and on the 22nd, a request for promotion of non-commissioned officers and a roster of non-commissioned officers was reported to the division, and the second party committee was convened on the evening of November 24 to determine the selection of junior non-commissioned officers.

(9) Summary and acceptance (November 24 to December 5). From November 25th to 27th, the list of selected and promoted personnel will be publicized, and from November 28th to 30th, veterans will be organized to leave the team, and the selection and promotion orders will be issued on December 1st, and the registration information of selected personnel will be reported before December 5th, so as to make a comprehensive summary and prepare for the acceptance of superiors.
