The ninth is to use the system to teach the people self-control, and the people will be content. Ten is to use the world's skills to teach the people skills, and the people will not be unemployed. According to the law that the land is suitable for the people, animals and plants that grow, the Great Situ will identify the products and names of the land in 12 areas, observe the places where the people live and their appearance, so as to understand their benefits and disadvantages, with the aim of making the people more prosperous, allowing birds and beasts to breed, allowing plants and trees to grow, and striving to achieve the production of the land. Da Situ needed to identify 12 kinds of crops suitable for planting in the soil, and know the suitable varieties to teach the people to grow cereals and fruit trees.

The Great Situ would collect taxes reasonably according to the land, distinguish the growth of the five terrains and the nine soil qualities above, and formulate the land tax of the world, so as to give rise to various occupations, so that the people can contribute all kinds of grain, collect money and grain as taxes, and make the collection of taxes under heaven fair and reasonable.
