Chapter 359: The "Wolf" Theory
National Security Advisor to the President of the United States. Kennedy said to Li Dawei with confidence: "As long as we and the United States and China can work together on this issue, none of the problems you have raised are problems." First, we can impose an economic blockade on a country that has defaulted, and then, under the authorization of the UN, forcibly destroy its nuclear facilities. ”
"Damn, Lao Mei is this routine at this time, can you come up with some new ideas." Li Dawei thought to himself.
"As for the question of who will carry out the task of destruction?" Nation. Kennedy looked at Li Dawei and paused slightly, saying, "Of course, it is us, the responsible major powers that have an important mission for world peace and human security, to take the lead." We, the United States and China, are the natural organizers and leaders.
About beauty. Chinese, Soviet, English. On the issue of coordination between France and China, I think if we have good coordination between China and the United States, there will be no big problem, and then we will use our influence to explain them according to the results of our coordination. The United States is responsible for coordinating with Britain and France, and you, China, are responsible for coordinating with the Soviet Union. ”
"Heh, heh, the United States, the international police, has now begun to divide labor internationally, and it is asking for joint "law enforcement" with China. Li Dawei thought that the United States in the future carried out the inspection process of the so-called weapons of mass destruction in Iraq under the banner of the United Nations, which was completely a wanton trampling on the sovereignty of a country.
For a time, Li Dawei was really not suitable for his status as an "international law enforcer," but now China must also participate in this "law enforcement," not only in "international law enforcement," but also in the process of formulating this "law." Only in this way can China's core interests be effectively protected. He felt that this issue still needs to be carefully studied by China, and that China really does not have the "experience of a great power" in this regard in this era and in future generations. He has no experience as an international "law enforcer".
How to formulate a rule of the game that suits China's interests and how to turn China, which has always been a "law enforcer" into a "law enforcer," still has a lot to learn from the United States, the "international policeman," and humbly "ask for advice."
"Mr. Kennedy, first of all, it is difficult to formulate a fair, reasonable, and effective rules of the game, that is, to establish an international nuclear weapons monitoring mechanism and establish a strict verification system, can the goal of preventing violations be achieved? I don't think so, no matter how perfect and thorough this monitoring mechanism and verification system is, it is difficult to prevent all parties participating in the game from violating the rules 100%. If it is too restrictive, if it is too aggressive, it will affect the legitimate rights and interests of States parties in terms of security and economy, and it will be too costly to maintain it for a long time, which will have a negative impact on the general surname of these rules. And then there are the interests of various countries involved, how to resolve these issues when these interests and rules conflict? Li Dawei began his "humble consultation".
"World peace and human security need to be guaranteed by force. It is to be maintained by one or a few powerful armed groups, and in order to safeguard the interests of the majority of countries and peoples, it is true that sometimes some things will be done to the detriment of the interests of individual countries, otherwise in the end world peace and human security will inevitably be undermined. ”
The United States, the international policeman, really has a theory of interfering in the internal affairs of other countries.
"There is no absolute fairness and absolute reasonableness in the world." Nation. Kennedy uttered the absolute truth that is universal in this world: "When the wolf is hungry, it needs to eat the sheep, which is a fair, reasonable, and natural thing for the wolf, which is necessary for its survival." This may be unfair and unreasonable for the sheep. Well, if the wolf does not eat the sheep in order to be fair and reasonable to the sheep, then he will starve to death. Is it reasonable to be fair to the wolf? Obviously, this is also unfair and unreasonable. The fairest and most reasonable thing is that the sheep should produce as much as possible during the period when the wolf is full and digest their own food, fatten themselves as soon as possible, and let the wolf digest it more at the next meal. Buy more time for the development of your own population. ”
What a strong logic, how can a nation with such logical thinking not be strong? Li Dawei couldn't help but sigh in his heart. He was worried about the sheep who fantasized about "river crabs" all day long.
"Of course, the wolf population can't be too big, if it's too big, it will form a wolf with more meat and less meat, and the wolves will kill each other, which is the most cruel for wolves." Nation. Kennedy added to his story: "It's the last thing we want to see."
"The best way to avoid this is to strictly divide the domination zone of each wolf pack. Is that so? "Li Dawei through Bang. Kennedy's "wolf" theory has found the feeling of a "law enforcer".
“good! Verygood" Bang. Kennedy held out the thumb of his right hand and said loudly and excitedly, "David, I really enjoy dealing with a smart guy like you." Let's divide our area into general areas. You, China, are mainly responsible for Asia and the Soviet Union, and we, the United States, are mainly responsible for the Americas and Europe. What I mean by primary responsibility here is who is the main and who is the auxiliary, and it is a matter of both division of labor and cooperation, rather than sitting on the sidelines without being in one's own area. doyouknow?。 ”
Although the specific content has not been discussed in detail, Lao Mei has already started to "enclose" first.
Li Dawei thought about it, Lao Mei's division of labor is very reasonable, "What about Africa? So who is responsible for Africa? Li Dawei asked like a red-eyed wolf?
"Africa is a traditional European sphere of influence, and we are primarily responsible." Nation. Kennedy quickly explained, "You know, both Britain and France were conducting experiments on their nuclear devices in their colonies there. It's a troublesome thing. ”
"Well, let's enforce the law jointly in Africa." Li Dawei does not want to completely hand over the fertile land of Africa to the Americans, because there are huge interests of the Chinese, and he must intervene, otherwise who knows what tricks the United States will come up with.
Nation. Kennedy thought for a moment and said, "Okay, let's set this framework like this, if Britain and France are found to be testing nuclear weapons there, once we are confirmed by the United States and China, we will first coordinate with Britain and France, and if the coordination fails, we will unite and jointly destroy their test bases in Africa." The Soviet Union could follow this article mutatis mutandis. What do you think? ”
"Okay," Li Dawei nodded and said, "When the specific provisions are implemented, we will discuss the specific implementation methods and means in detail, and now let's talk about what to do with both of us?" ”。
"What are we going to do?" Nation. Kennedy asked, a little puzzled.
"What if we both break the rules of the game we have jointly made, and who will deal with it?" Li Dawei asked.
This is the weakness of the United States, which has always been the maker of the rules of the game in the world and rarely thinks about their own violations of the rules of the game. In the vast majority of cases, they apply double standards. But not this time, this time there is also China tied to itself.
"I think we'll set up a joint agency at the ministerial level to oversee and coordinate the implementation of our U.S.-China rules, and to make sure that we don't have unilateralist tendencies and increase their military adventurism. First of all, as your ancient Chinese educator Confucius said, 'Do unto others as you would not do unto others,' both China and the United States must take the lead in refraining from conducting any form of nuclear testing in the earth's atmosphere, including atmospheric nuclear tests, high-altitude, underground, and underwater nuclear tests. This is a red line, a red line that no country in the world can cross! ”
Li Dawei understands the United States. The theory of the wolf must not be forgotten, the wolf wants to eat the sheep, and will always find all kinds of excuses? Despite believing in Bang. Kennedy moved out Kong Lao Er, then he must not believe the nonsense of the Americans, if you believe the words of American politicians, you are either naïve or show weakness! When dealing with the United States, you must have the courage and courage of [***], don't always worry about a head-on conflict with the United States, if you want not to be eaten by wolves, you must be more "wolf" than the United States.
"What if either of us and China violates this rule of the game?" Li Dawei asked as if he was testing the sincerity of the United States.
Nation. Kennedy said categorically: "If the joint ministerial bodies of our two sides cannot stop it." It is possible to unite with any of the other three parties: the Soviet Union, Britain and France to forcibly destroy the bases of their nuclear tests. ”
Li Dawei looked worried again and said: "Won't this cause a nuclear war?" ”
"Possibly, but doing anything is risky," Bang. Kennedy replied simply, "This is the price that must be paid." ”
Li Dawei made an OK gesture and said, "Okay! I'll be relieved if that's the case."
Through discussions with the U.S. side, it has gradually become clear that the U.S. side has raised the issue of a total ban on nuclear testing, that is, to control the development of nuclear weapons in China and other countries through a complete ban on nuclear tests, so as to maintain the nuclear superiority of the United States.
The U.S. is really too clever in its calculations, and instead it has created an advantage that is conducive to China's unilateral development of nuclear weapons. If China and the United States can really sign a comprehensive nuclear-weapon-test ban treaty with a mandatory surname, the development of nuclear weapons in the world will be much slower, and the living environment of mankind will be much better. The security of human beings will also be ensured to some extent.
Li Dawei pretended to be very reluctant and said: "Okay, Mr. Assistant, we agree in principle with your proposal from the US side, and leave the detailed technical issues to the experts on both sides to discuss." ”
Named after U.S. Secretary of State Lasker and Assistant to the President for National Security Affairs Bon. The US delegation headed by Kennedy has achieved fruitful results during this secret trip to China, not only has it finally found a "strategic balance point acceptable to both China and the United States," signed the "Sino-US Maritime Treaty," and redivided the sphere of influence between China and the United States, but also reached a cooperative intention to prohibit any form of nuclear testing in the earth's atmosphere, and signed a memorandum of talks on a comprehensive nuclear test ban between China and the United States.
Subsequently, secret negotiations between China and the United States on the Comprehensive Treaty Banning All Forms of Nuclear Tests in Earth's Atmospheric Space officially began. After more than half a year of hard work, China and the United States signed the Comprehensive Nuclear-Test-Ban Treaty between the People's Republic of China and the United States of America
Subsequently, on the basis of this treaty, China and the United States began negotiations on the Comprehensive Nuclear-Test-Ban Treaty with the Soviet Union, the United Kingdom, and France. After eight months of intense bickering, threats, and inducements, negotiations between the five nuclear powers on the Comprehensive Nuclear-Test-Ban Treaty ended in London on 12 May 1964. Five countries, China, the United States, the Soviet Union, the United Kingdom, and France, formally ratified the text of the Comprehensive Nuclear-Test-Ban Treaty.
The purpose and objective of the Comprehensive Nuclear-Test-Ban Treaty is to promote international peace and security by effectively prohibiting nuclear test explosions and any other nuclear explosions and effectively promoting the process of nuclear weapons prevention and disarmament in all its aspects.
The CTBT consists of a preamble, 17 articles, two annexes and one protocol.

For violating countries and regions, the UN Security Council is required to pass a condemnation resolution, impose economic sanctions, and at the same time, under the authorization of the UN Security Council, the UN peacekeeping forces will forcibly destroy them. The United Nations Peacekeeping Force refers to the force composed of the armed forces of China, the United States, the Soviet Union, the United Kingdom, and France authorized by the United Nations Security Council to uphold the Comprehensive Nuclear-Test-Ban Treaty.
(4) In accordance with the provisions of the Comprehensive Nuclear-Test-Ban Treaty, the Comprehensive Nuclear-Test-Ban Treaty shall enter into force on the 120th day after its signing. This Treaty shall apply to any country or region in the world.
