In the fifth year of Yongzheng (1727), Yongzheng was worried that the Fujian and Guangdong regions would be troubled by the ban on foreign affairs, so he agreed to abolish the ban on the sea in the South Seas, and then opened the four treaty ports of Guangdong, Fujian, Jiangsu, and Zhejiang, "but in the twenty-second year of Qianlong (1757), Gaozong of the Qing Dynasty ordered the closure of the Jiang Customs, Zhejiang Customs, and Fujian Customs, and designated foreign merchant ships to trade in the Guangdong Customs-Guangzhou, and strictly restricted the export volume of traditional commodities such as silk and tea, and traded with Chinese merchant ships. There were also many prohibitions, which are commonly referred to as the policy of retreat", which was further severe until the outbreak of the Opium War, and this irrational policy became the focus of contradictions. The traditional concept of active coastal defense formed since the end of the Ming Dynasty was abandoned. It curbed China's maritime trade and inhibited the development of domestic industry and commerce.
