The OTs14 assault rifle was designed by the Russian designer Villeri Teresh.

The development of the OTs14 was carried out in the cold of December 1992, and the main designers were the designers of the GP25 underhanging grenade launcher, Vireli Teresh and Yuri Lebedev, respectively.

The R&D team used the proven AKS74U carbine as a starting point to design a new weapon that combined the characteristics of various hand-to-hand combat firearms.

After almost one year of testing, the OTs14 was put into production in early 1994 and unveiled at an arms fair held in Moscow in the cold of April of the same year.

Soon, OTs14 won the favor of the Internal Affairs Forces of the Russian Federation (МВД) and the special forces (Спецназ) under the Ministry of Defense.

In addition to these two units, a number of front-line special combat units, such as paratroopers and engineers, are also equipped with such weapons. OTs14 was designed in 4 calibers of 54539 mm, 55645 mm, 76239 mm and 939 mm, but in order to meet the needs of the internal affairs forces in the Chechen war squadron melee weapons, only the 9x39 mm model, the "Lightning 4" type, was produced in the early days. Later, the 76239 mm "Lightning 1" type was also produced to meet the needs of other troops.

The OTs14 assault rifle is based on the AKS74U carbine, inheriting features such as a pneumatic piston system and a rotary bolt locking system, as well as an air-cooled barrel and magazine feed.

Because of this, the OTs14 assault rifle is interchangeable with the AKS74U with 75 parts, and the main parts are also improved from the AKS74U and simplified to reduce production costs.

Thanks to its modular design, any Inazuma 4 model can be changed to another by changing parts to suit different tasks. The OTs14 features a stockless structure that improves portability and balances the weight of the gun, making it easy to hold with one hand and allowing one-handed shooting like a pistol.

The OTs14 uses an enclosed bolt with a firing mode selector. The mechanical sight is integrated into the handle above the gun body, and the position of the door can be adjusted to allow aiming at targets ranging from 50 to 200 meters.

The PSO1 optical sight can be mounted in the corresponding position above the handlebar, or as in the AK series, it can be mounted with a bracket mounted on the left gun. In addition, the OTs14 can be equipped with night vision devices to enhance night combat capabilities.

The OTs14 assault rifle and various accessories can be packed in a dedicated aluminum transport case to handle a variety of tactical situations.

The transport case contains 2 different sets of grip and trigger assemblies for attaching and detaching the GP2530 grenade launcher. After installing the grenade launcher, using the corresponding grip and trigger assembly, you can control whether the trigger is currently operating a rifle or a launcher through a select switch to the left of the grip near the trigger position, that is, one trigger can correspond to two weapon fire.

Also included in the transport case is a muffler and a short, quick-change barrel to meet the shooter's need for silence or extreme compactness.

The OTs14 assault rifle was derived from the "Gaskоза4" (Groza4): 939 mm ammunition and a 20-round magazine.

Therefore, after the launch of the FNSCARH (Mk17), which is much better than the FNSCARH (Mk17) in terms of quality and ergonomics, the superior performance of the latter was favored by the special forces, so the special forces were willing to replace the Mk14 with the Mk17.
