Chapter 13: The Mad Hatter
Batman crouched on the roof and watched the two men get paid to their satisfaction from the Mad Hatter and leave. The Mad Hatter was left alone in the room, muttering something in place, and even Batman's hearing could only hear intermittent sentences such as "This can't be", "That chip should be there", "The chip is important".
It looks like the one who killed the family of three was the chip in the mad hatter's mouth.
