42.2 Provisions

Violators are registered as fouls and subsequently punished in accordance with the rules.

Article 43 Contact

43.1 Definitions

43.1.1 In a basketball game, 10 players move rapidly in a confined space and physical contact is unavoidable.

43.1.2 In determining whether to penalize such contacts, the referee shall focus on and take into account the following basic principles in each instance:

・The spirit and intent of the rules and the need to insist on the integrity of the game.

・Apply consistency in the concept of "advantageous/unprofitable"; The referee should not attempt to punish incidental physical contact by unnecessarily interrupting the flow of the game, and such contact does not benefit the responsible player. He also did not put his opposing team members at a disadvantage.

・Consistency in the use of common sense in each game; Keep in mind the abilities of the players and their attitudes and behaviours.

・Maintain a balanced consistency between match control and match flow; Have a "feeling" about what the participants are trying to do and what is right for the game.

Article 44: Assault foul

44.1 Definitions

44.1.1 An offensive foul is a foul committed by a player and involves unlawful contact with an opposing player, whether the ball is live or dead. A player shall not pull, block, push, pull, trip, or prevent an opposing player from moving by extending his hands, arms, elbows, shoulders, hips, legs, knees, or feet, and by bending his body into an "abnormal" position (beyond his cylinder); Nor shall any rough or violent movements be indulged.

44.1.2 Blocking is unlawful physical contact that prevents the movement of an opposing player with or without the ball.

44.1.3 Hitting is physical contact with or without the ball that pushes or moves onto the torso of an opposing player.

44.1.4 Defending from behind is when a defender makes physical contact with an opposing player from behind. The mere fact that a defender is trying to grab the ball does not justify contact with an opposing player from behind.

44.L.5 Pulling is physical contact that interferes with the freedom of movement of the opposing player. Such contact can occur anywhere on the body.

44.l.6 Unlawful Cover is an unlawful attempt to delay or prevent an opposing player who is not in control of the ball from reaching the desired position on the field.

44.1.7 The unlawful use of hands occurs when a defending player is in defence and the hands are placed on and in contact with an opposing player with or without the ball in order to prevent him from moving.

44.1.8 Pushing is physical contact that occurs when a player forcibly moves or attempts to move an opposing player with or without control of the ball with any part of his body.

44.2 Penalties

In all cases, the offender should be registered as an offence. Furthermore:

44.2.1 If a foul is committed against a player who does not make a shooting action,

・The non-fouling team throws a throw-in at the nearest offending spot to restart the game.

・If the team that committed the foul is in a state of team-wide foul penalty, Article 55 (Team-wide foul: penalty) shall apply.

44.2.2 If a foul is committed against a player who is making a shot,

・If the shot is successful, the score will be accrued and 1 free throw will be awarded.

・If a shot from the 2-point shooting zone is not successful, 2 free throws shall be awarded.

・If a shot from the 3-point shooting area is unsuccessful, 3 free throws shall be awarded.

・A player who is fouled when or exactly before the clock signal for the end of the game indicates the end of any quarter or tiebreaker, or when the 24-second device signal is sounded, and the ball is still in the player's possession, and the subsequent shot is successful, shall not be counted. 2 or 3 free throws should be awarded.

44.3 Cylindrical Principle

The cylinder principle is defined as a team member standing on the ground occupying space within an imaginary cylinder. It includes the space above the player and is limited by the following:

・The front is made up of both palms of the hand.

・The back is made up of hips, and

・Both sides are made up of the outer sides of both arms and legs.

The hands and feet can be stretched in front of the torso, and the arms of the elbows are bent no more than the position of the feet, so the forearms and hands are raised. The distance between his feet should be proportional to his height.

44.4 Vertical Principle

44.4.1 On a basketball court, each player has the right to occupy any position (cylinder) on the court that is not occupied by an opposing player.

44.4.2 This principle protects the ground space occupied by the player and the space above him when he jumps vertically within this space.

44.4.3 Once a player leaves his vertical position (cylinder) and makes physical contact with an opposing player who has established his own vertical position (cylinder), the player who leaves his vertical position (cylinder) is responsible for this contact.

44.4.4 A defender shall not be awarded a penalty if he is vertically off the ground (within his cylinder) or has his hands and arms extended above him and within his own cylinder.

44.4.5 An attacking player, whether on the ground or in the air, shall not come into contact with a defender in a lawful defensive position in any of the following ways:

・Use his arms to create extra space for himself (clear obstacles).

・Stretch his feet or arms to make contact while shooting or just after shooting.

44.5 Legal Defensive Position

44.5.1 A defender has established an initial legal defensive position when:

・He faces his opponent head-on, and

・His feet hit the ground.

44.5.2 The legal defensive position stretches vertically above him (the cylinder) from the ground to the ceiling. He can raise his arms and hands above his head or jump vertically, but he must keep his hands and arms in a vertical position and inside an imaginary cylinder.

44.6 Defend the player who controls the ball

44.6.1 When defending a player controlling (holding or dribbling) the ball, the factor of time and distance does not apply.

44.6.2Whenever an opposing player occupies an initial legal defensive position in front of the player (even for a split second), the player must anticipate being defended and must be prepared to stop or change his direction.

44.6.3 The defender must establish an initial legal defensive position and not make physical contact before taking possession of the position.

44.6.4 Once a defender has established an initial legal defensive position, he may move in order to defend his opponent, but he must not extend his arms, shoulders, hips or legs and by doing so create contact to prevent a dribbler passing by him.

44.6.5 When adjudicating a blocking/ball-handling strike, the referee shall apply the following principles:

・Defenders must establish an initial legal defensive position by facing the ball carrier and landing on their feet.

・Defenders can stay still, jump vertically, move sideways, or move backwards in order to maintain a legal defensive position.

・One or both feet may be momentarily off the ground while maintaining the original legal defensive position, as long as the movement is sideways or backwards and not towards the ball carrier.

・Contact must occur on the torso, in which case the defender shall be deemed to have been on the spot first.

・A defender who has established a legal defensive position can turn around within his cylinder to soften any impact or avoid injury.

If this happens, the player with the ball is deemed to have committed a foul.

44.7 Vacated players

44.7.l A player who jumps in the air from a certain point on the pitch has the right to fall back to the same spot.

44.7.2 He has the right to land at another point on the pitch provided that the direct passage between the take-off and landing, and the landing, is not occupied by the opposing player at the time of the take-off.

44.7.3 If a player has jumped and landed, but his momentum causes him to make contact with an opposing player who has taken up a lawful defensive position outside of the landing site, the jumper is responsible for the contact.

44.7.4 A player must not move to his path after the opposing player has jumped in the air.

44.7.5 Moving under a player in the air and causing contact is usually an unsportsmanlike foul and in some cases may be a disqualification foul.

44.8 Defending players who do not control the ball

44.8.1 A player who does not control the ball has the right to move freely around the pitch and to occupy any position that is not already occupied by another player.

44.8.2 When defending a player who does not control the ball, the factor of time and distance shall apply. The defender cannot be so close and/or so fast to occupy a position in the path of a moving opposing player that the latter does not have enough time or distance to stop or change his direction.

This distance is directly proportional to the speed of the opposing team, and must not be less than the normal 1 step and no more than the normal 2 steps. If a player occupies an initial legal defensive position without regard to time and distance and makes contact with an opposing player, he is responsible for that contact.

44.8.3 Once a defender has established an initial legal defensive position, he must not make contact with an opposing player by extending his arms, shoulders, hips or legs in his path in order to prevent him from passing him. He can turn around inside his cylinder or place his arms in front of him and close to his body to avoid injury.

44.9 Cover: Legal and Illegal.

44.9.1 Screening occurs when a player tries to delay or prevent an opposing player who is not in control of the ball from reaching the desired position on the field.

44.9.2 A lawful screen is when a player who is covering an opponent:

・It is stationary (inside his cylinder) when it comes into contact.

・Hit your feet on the ground when making contact.

44.9.3 Illegal Cover is when a player who is covering an opponent:

・Moving at the time of contact.

・When contact occurs, it is done by covering outside the field of view of a stationary opponent and not giving enough distance.

・When contact occurs, time and distance are not taken into account for moving opponents.

44.9.4If covering (forward or sideways) is within the field of view of a stationary opponent, the player making the cover may approach the opponent as he wishes to establish cover, as long as there is no contact.

44.9.5 If a screen is made outside of the field of view of a stationary opponent, the player acting as the cover must allow the opponent to take a normal step towards him without contact.

44.9.6 If the opponent is in motion, the factors of time and distance shall apply. The covering player must leave enough space for the covered player to avoid the screen by stopping or changing direction. The required distance should not be less than 1 step and no more than 2 steps normal.

44.9.7 Any contact with a player who has established a screen is the responsibility of the player who is legally covered.

44.10 Blocking

44.10.1 If a player attempting to cover makes contact with a stationary or retreating opposing player while in motion, he is guilty of a blocking foul.

44.10.2 If a player disregards the ball, faces the opposing player and moves his position as the opposing player moves, he is primarily responsible for any contact that occurs, unless other factors are included.

The so-called "unless other factors are included" refers to the deliberately pushing, hitting or pulling of the person by the covered player.

44.10.3 It is lawful for a player to extend his arms or elbows outside his cylinder while taking a position on the field, but they must be moved within his cylinder when an opposing player attempts to pass. If the arm or elbow is outside his cylinder and makes contact, it is blocking or pulling the person.

44.11 Touching opposing players with hands and/or arms

44.11.1 Touching an opposing player with your hand is not necessarily an offence in itself.

44.11.2 The referee shall determine whether the player who caused the contact has received an advantage. If the contact caused by a player restricts the freedom of movement of the opposing player in any way, such contact is a foul.

44.11.3 An unlawful use of a hand or an unlawful extension occurs when a defending player is in defence and his hand or arm is placed on an opposing player with or without the ball and remains in contact.

44.11.4 Repeatedly touching or "poking" an opposing player with or without the ball is a foul as it can lead to rough play.

44.11.5 This is a foul by an offensive player with the ball:

・To gain advantage, "hook" or wrap around a defender with an arm or elbow.

・"Pushing" a defender in order to stop a defender's defense or attempt to steal the ball, or to create more space between him and the defender.

・When dribbling, use your outstretched forearms or hands to prevent the opposing player from gaining control of the ball.

44.11.6 A foul is committed by an offensive player who does not possess the ball for "pushing" a defender for the following reasons:

・Get rid of the ball and catch it.

・Prevent a defender from defending or trying to steal the ball.

・Create more space between him and the defenders.

44.12 Centering

44.12.1 The principle of perpendicularity also applies to centering.

The attacking player in the center and the opposing player defending him must respect each other's vertical rights (cylinders).

44.12.2 It is a foul for an attacking or defending player in a central position to squeeze his opposing player out of position with his shoulder or hip, or to interfere with the opposing player's freedom of movement with an extended elbow, arm, knee or other part of the body.

Article 45: Fouls committed by both sides

45.1 Definitions

A foul is a foul committed by two players on each other's opposing team at approximately the same time.

45.2 Penalties

45.2.1 Each offending player shall be registered as an offensive foul. No penalty is awarded.

45.2.2 The match shall be restarted as follows:

・If a shot is valid and a score is scored at the same time, the ball shall be awarded to the opposing player of the scoring team who throws the ball into touch from the end line.

・If a team has possession of the ball or possession of the ball, the ball shall be awarded to the team to take the throw-in at the nearest place to the breach.

・If neither team has control of the ball and does not possess the ball, the game shall be restarted with a jump ball in the circle closest to the offense.

Article 46 Unsportsmanlike fouls

46.1 Definitions

46.1.1 In the judgment of the referee, an offensive foul is an unsportsmanlike foul if a player does not lawfully attempt to steal the ball within the spirit and intent of the Rules.

46.1.2 Unsportsmanlike fouls must be construed consistently throughout the match.

46.1.3 The referee must judge only the action.

46.1.4 To determine whether a foul is unsportsmanlike, the referee shall apply the following principles:

・If a player does not make an effort to grab the ball and make contact, it is a foul against sportsmanship.

・If a player causes excessive contact (serious foul) in an effort to grab the ball, the contact shall be judged unsportsmanlike.

・If a player pulls, hits, kicks, or deliberately pushes an opposing player, it is a unsportsmanlike foul.

・If a player is committing a foul while making a lawful effort to grab the ball (normal basketball scramble), it is not a unsportsmanlike foul.

46.1.5 Players who commit repeated unsportsmanlike fouls must be disqualified.

46.2 Penalties

46.2.1 A foul shall be registered as an unsportsmanlike foul.

46.2.2 Penalty kicks awarded to the opposing team and subsequent possession in midfield. The number of penalties awarded shall be as follows:

・If a foul is committed against a player who does not make a shot: 2 free throws.

・If a foul is committed on a player who is making a shooting action: If the basket is scored, 1 free throw will be added.

・If a foul is committed against a player who is making a shooting action and no points are scored: 2 or 3 free throws depending on where the shot was attempted.

Article 47 Disqualification for Foul Charges

47.1 Definitions

・When he has been registered as a result of his own unsportsmanlike behavior and has been registered as a result of two technical fouls ('C').

・A total of 3 technical fouls ('B') or a combination of 3 technical fouls have been registered as a result of unsportsmanlike behavior by an assistant coach, substitute player, or member of the team bench, one of which is when the coach himself ('C') is registered.

47.1.3 A coach who has been disqualified shall be replaced by an assistant coach registered on the record sheet. If the assistant coach is not registered on the record sheet, he shall be replaced by the captain.

47.2 Penalties

47.2.1 The offender shall be registered for a disqualification foul.

47.2.2 He shall be disqualified from the match and ordered to go to the team's lounge and remain there for the duration of the match. He can also choose to leave the gym.

47.2.3 Penalty kicks awarded to the opposing team and subsequent possession in midfield.

The number of penalties awarded shall be the same as for unsportsmanlike fouls, section 46.2.2.

Article 48 Conduct Provisions

48.1 Definitions

48.1.1 The proper conduct of the match requires perfect and sincere cooperation between the members of both teams (players, substitutes, coaches, assistant trainers and team members) and the referees, record desk personnel and technical representatives.

48.1.2 Each team shall use its best efforts to achieve victory, provided that the victory is achieved in a spirit of sportsmanship and fair play.

48.1.3 Any wilful or repeated failure to cooperate, or failure to comply with the spirit of these Rules, shall be considered a technical foul and shall be punished accordingly.

48.1.4 The referee may prevent a technical foul by warning a member of the team or even by condoning minor technical offences of a managerial nature which are manifestly unintentional and do not directly affect the game, unless the same offence is repeated after the warning.

48.1.5If a technical foul is discovered after the ball has been lived, the match shall be stopped and a technical foul shall be registered. Penalties are imposed as if a technical offence had occurred at the time of registration. In the time interval between a technical foul and the stoppage of play, whatever happens shall be valid.

48.2 Provisions

Violence that is contrary to sportsmanship and fair play may occur during the competition. The referee shall stop immediately and, if necessary, by means of a security guard responsible for the maintenance of public order.

48.2.5 The referee shall not allow players, substitutes, coaches, assistant coaches and team members to engage in any behaviour that may cause damage to the playing equipment.

When the referee observes such behavior, the coach of the offending team should be given a warning immediately.

If the act is repeated, the offender shall be immediately sentenced to a technical foul. If the offender's name does not appear on the record sheet, the technical foul should be registered for the coach and marked 'B' on the record sheet. The decisions made by the referees are final and cannot be argued and disregarded.

Article 49: Technical fouls by players

49.1 Definitions

49.1.1 A technical foul by a player is a foul committed by a player who does not include contact with an opposing player.

49.1.2 A technical foul is committed when a player ignores the referee's warning or uses the following tactics:

57.4.3 The referee shall remove the ball from his hand within 5 seconds from the time the referee places it in his disposal.

57.4.4 The free throw line and the playing field above the free throw line must not be touched until the ball has entered the basket or touched the hoop.

57.4.5 No feints are allowed.

A contravention of subsection 57.4 is an offence.

57.4 Penalties

If a penalty kick is committed: any other offence committed before, at the same time or after that time by any other player shall be excluded and no points shall be awarded.

The opposing player shall be given a throw-in in the extended portion of the free throw line, unless a subsequent penalty is to be taken.

Correctable errors in article 58

58.l Definitions

A referee may correct a mistake if a rule is inadvertently ignored and only results in:

58.1.1 Undeserved free throws are awarded.

58.1.2 Allow a player who should not have taken a penalty to take a free throw.

58.L.3 did not award the penalty that was due.

58.l.4 The referee incorrectly awarded a score or cancelled a score.

58.2 Procedure

58.2.1 The error referred to above shall be corrected by the referee or brought to the attention of the referee after the error and before the ball becomes a live ball after the first dead ball after the match timer is turned on. That is:

Mistakes occur------ all mistakes occur during a dead ball. The ball is a live ball------ mistakes can be corrected.

Errors ------ the race clock is turned on or continues to run can be corrected. Dead ball ------ mistakes can be corrected. Mistakes ------ ball is no longer correctable.

58.2.2 If a correctable error is discovered, the referee may immediately stop the game as long as it does not disadvantage any player. If a mistake is found during the game, the recorder must wait until the first dead ball to signal to the referee's attention in order to stop the game.

58.2.3 Any scores, time elapsed and additional actions that have occurred prior to the recognition of the mistake shall not be cancelled.

58.2.4 When a mistake has been discovered and can still be corrected:

・If a player involved in the correction of a mistake has been legally substituted and is seated on the bench (not because he has been disqualified or has committed his 5th foul), he must re-enter the playing field to participate in the correction of the mistake (at which point he becomes a team member).

After the correction has been made, he may remain in the game unless a legal substitution has been requested again, in which case the player may leave the playing field.

・If the player has been substituted due to reaching his or her 5th foul or being disqualified, his substitute must participate in correcting the mistake.

58.2.5 After the error has been corrected, the match shall be restarted where it was interrupted by the correction of the error. The ball shall be awarded to the team that had possession of the ball at the time of the mistake was detected.

58.2.6 Correctable errors cannot be corrected after the referee has signed the record sheet.

58.2.7 Any mistake or error in the recording of the recorder (including scores, fouls or timeouts) is not a correctable error and may be corrected by the referee at any time before the referee signs the record sheet. 58.3 Exceptions:

58.3.1 If a mistake results in an undeserved penalty or a player who should not have taken a penalty is taken, the penalty taken as a result of the mistake and all activities contained therein shall be cancelled, unless a technical foul, unsportsmanlike foul or disqualification foul is declared in the event following the error.

58.3.2 If the mistake results in the penalty being taken by the player who should not have taken the penalty or the penalty not awarded to him and if possession has not been altered since the mistake occurred, play shall be restarted as if the penalty had been taken after the error has been corrected.

58.3.3 If a mistake results in a penalty not being awarded, the same team scores after the ball has been wrongly awarded, the mistake shall not be prosecuted.
