Because of his different views on Wang Anshi's reforms, Su Zhe wrote to Emperor Shenzong in March of that year, stating his views on the new law. In the "Book of the Emperor", Su Zhe put forward many important points, many of which are to the point. "Removing the troubles of the people, such as removing the diseases of the heart" is one of them. The "belly and heart" in the sentence are both important organs of the human body, figuratively vital or central parts. It means that the evil of the people is removed as the sickness of one's own heart.
