After the founding of New China, our party led the people to establish the state power in which the people are the masters of the country, carried out extensive democratic practice, realized China's great leap from thousands of years of feudal autocracy to people's democracy, and opened up a new historical era in which the people were the masters of the country.

Over the past 40 years of reform and opening up, especially since the 18th National Congress of the Communist Party of China, the path of socialist political development with Chinese characteristics has become broader and broader, the institutional guarantee for the people to be the masters of the country has become more and more sound, and the superiority of socialist democracy has been more fully demonstrated.

The people being the masters of the country is the essence and core of socialist democratic politics. According to the rich practice and successful experience of China's socialist democratic political construction, the basic connotations of the people being the masters of the country mainly include: First, all state power belongs to the people and is embodied in the fundamental nature of the state (i.e., the state system), that is, a socialist state under the people's democratic dictatorship led by the working class and based on the alliance of workers and peasants; It is embodied in the organizational form of state power (i.e., the form of government), that is, the people exercise state power through the people's congresses at all levels.

Second, the state should establish and improve the legal system and institutional mechanisms to ensure that the people manage state affairs, economic and cultural undertakings, and social affairs in accordance with the law and through various channels and forms.

Third, all state organs and functionaries must rely on the support of the people, maintain close ties with the people, listen to the people's opinions and suggestions, accept the people's supervision, and strive to serve the people.

Fourth, the laws, regulations, principles, and policies formulated and implemented by the state must embody the will of the people, respect the will of the people, win the support of the people, and safeguard the fundamental interests of the broadest masses of the people.

Fifth, the country's undertakings and work in all fields must adhere to the people-centered development philosophy, constantly meet the people's growing needs for a better life, and promote all-round human development.

Guaranteeing and supporting the people as masters of the country is not a slogan or an empty phrase, but must be implemented in the country's political and social life, concretely and realistically embodied in the governance activities and work of the party and the state in all aspects, and embodied in the people's yearning for a better life and the realization and development of their own interests.
