Looking at the general trend of world development, economic globalization is an irreversible trend of the times. General Secretary Xi Jinping stressed that China adheres to the basic national policy of opening up to the outside world and insists on opening the country to construction.
Promote the construction of the "Belt and Road". The Belt and Road Initiative is a major measure for China to expand its opening up to the outside world. We should strive to build the "Belt and Road" into a road of peace, prosperity, openness, innovation and civilization. The Belt and Road Initiative originates from China, but the opportunities and achievements belong to the world. Uphold and follow the principle of extensive consultation, joint contribution and shared benefits, and build the Belt and Road Initiative into the broadest platform for international cooperation in line with the trend of economic globalization, so that the Belt and Road Initiative can better benefit the people of all countries.
Accelerate the construction of a trade power. It is necessary to speed up the transformation of the mode of development of foreign trade, from focusing on trade in goods to the coordinated development of trade in goods and services, from relying on imitation to relying on innovation and creation, and from large inflows and large outflows to high-quality, high-price, and high-quality and high-quality exports. Accelerate the optimization and upgrading of trade in goods, encourage the export of high-tech, equipment manufacturing, and branded products, and guide the transformation and upgrading of processing trade. Promote the innovative development of trade in services, reform the development mechanism of trade in services, vigorously develop service outsourcing, and build a national brand of "Chinese services". Cultivate new forms and models of trade, support the healthy development of cross-border e-commerce, market procurement trade, and comprehensive foreign trade services, and create new growth points for foreign trade. China will implement a more active import policy, not aim at pursuing a trade surplus, but take the initiative to expand imports, so as to show the world that China is willing to open up its own market and share development opportunities.
Improve the environment for foreign investment. Strengthen the construction of the rule of law in the use of foreign investment, unify laws and regulations on domestic and foreign investment, formulate new basic laws on foreign investment, and repeal or revise laws, regulations, and provisions that are inconsistent with the general direction and principles of the country's opening up to the outside world. Improve the management system for foreign investment, create a market environment for fair competition, fully implement the pre-establishment national treatment plus negative list management system, and give equal treatment to domestic and foreign-funded enterprises in accordance with the law. We will greatly relax market access, relax restrictions on foreign equity in the banking, securities, and insurance industries, relax restrictions on the establishment of foreign-funded financial institutions, expand the business scope of foreign-funded financial institutions in China, and broaden the scope of cooperation between Chinese and foreign financial markets. Protect the legitimate rights and interests of foreign investment, and do not use forced transfer of technology as a precondition for market access. Strengthen the protection of intellectual property rights, crack down on infringement and counterfeiting, and encourage Chinese and foreign enterprises to carry out normal technological exchanges and cooperation.
Optimize the open layout of the area. We will intensify the opening up of the western region, improve the open infrastructure such as ports and cross-border transportation, implement more flexible policies, and form a number of new growth poles of the open economy in the western region. The pilot free trade zone will be given greater autonomy in reform, and local governments will be encouraged to make bold experiments, bold breakthroughs, and independent reforms, so as to form more institutional innovation achievements, and further demonstrate the role of a test field for comprehensively deepening reform and expanding opening up. Support the construction of a pilot free trade zone on the whole island of Hainan, support Hainan in gradually exploring and steadily promoting the construction of a free trade port with Chinese characteristics, and create a new highland of opening up with a higher level of openness, a better business environment and a stronger radiation effect.
Innovate ways to invest abroad. Promote international cooperation in production capacity, participate in international cooperation at a higher level and in a wider space, and cultivate a new pattern of mutual benefit and win-win. Strengthen the guidance of overseas mergers and acquisitions, focusing on expanding market channels, improving innovation capabilities, building international brands, and enhancing the core competitiveness of enterprises. Regulate overseas business behavior, guide enterprises to comply with the laws and regulations of the host country, protect the environment, fulfill social responsibilities, curb vicious competition, and strive to achieve common and sustainable development. Improve service guarantees, strengthen and improve information, legal, consular protection and other services, ensure the safety of overseas personnel, and safeguard overseas interests.
Promote trade and investment liberalization and facilitation. China supports the multilateral trading system, implements the WTO Trade Facilitation Agreement, and actively participates in negotiations on trade in services and government procurement agreements. Steadily promote the construction of free trade zones, promote the early conclusion of the Regional Comprehensive Economic Partnership agreement, promote the construction of the Free Trade Area of the Asia-Pacific and the East Asian Economic Community, and gradually build a network of high-standard free trade zones based on the surrounding areas, radiating the "Belt and Road" and facing the world. We will continue to negotiate high-level investment agreements and various forms of preferential trade arrangements with relevant countries, properly deal with trade frictions, and manage differences while safeguarding interests.

Over the past 40 years, the Communist Party of China has led the Chinese people to adhere to the basic national policy of opening up to the outside world, open the country to construction, and successfully achieve the great turning point from closed and semi-closed to all-round opening up.
