Because most of Genghis Khan's holy relics (for Mongolia), as well as Kublai Khan's relics, were in the hands of the Ming Dynasty. The Ming Dynasty has the legal system of the Yuan Dynasty, theoretically speaking, the entire grassland is the Ming Dynasty, and Emperor Jiajing will give up if he does this.
