The three prefectures are not only different in their institutions, but also in their jurisdictions, Taishan Prefecture and Jiuhua Prefecture are only in charge of their own believers in humanity. Even if these believers defeat the beast path and other evil realms in the future, as long as they return to the netherworld, they will exist as human beings.
But in this scene, it is not seen in the Xudu Prefecture, and the entire Xudu Prefecture judges one side of the Three Realms and all sentient beings, even those chickens, ducks, fish, dogs and other animals will also have a special trial here, and there are many immortal reincarnations in addition to clearly belonging to the Buddha's path, most of them are still with the help of the Xudu Prefecture.
