Due to the fluctuating policies of the mainland and the resource barriers between state-owned enterprises, Duan Yun found it difficult to find suitable foundries in the surrounding area, so he had no choice but to set his sights on Shenzhen, which is thousands of miles away.

The opening up of the Shenzhen Special Economic Zone showed the courage and wisdom of the leaders of that era.

In 1979, Shenzhen was nothing more than a small fishing village, it was originally called Bao'an County, in March 1979 it became Shenzhen, and in August 1980, the state opened a special financial zone in Shenzhen.

In 1984, the factories of electronic products in the Shenzhen Special Economic Zone were mainly concentrated in the suburbs of Shenzhen at that time, which is the upper part of today's development of light industrial complexes.

Before 1979, in Shenzhen, the first line of border defense, the border guards and the local militia built a large number of military colleagues, criss-crossing defense passages, reinforced concrete fortresses, and less than two years later, most of the defense companies here have been demolished and replaced by new factories.

Although it is said that Shenzhen had great policy advantages at that time, and the central government also gave it sufficient autonomy, in fact, at the beginning of the establishment of the Shenzhen Special Economic Zone, there was a certain threshold for setting up private enterprises here.

At that time, domestic private enterprises were very scarce in terms of technology, capital and talents, and most of them could not pass the examination at all, so the first to enter the special zone were actually some state-owned enterprises and scientific research institutions.

After the establishment of Shenzhen Shangbu Light Industry Community, the Ministry of Electronics Industry and the Aviation Bureau of the Ministry of Ordnance have stationed a large number of electronic enterprises with the prefix "Hua", such as Aihua, Jinhua, Huafa, Zhenhua, Hualian......

In the mid-80s of the last century, Huaqiangbei was China's largest electronic product production and processing base, and China's first domestic dual-SIM recorder was born here.

During this period, Shenzhen Electronics Factory was mainly based on OEM-based "three to one supplement" enterprises, "three to one" refers to processing with incoming materials, processing with samples, and assembly from parts, and "one supplement" refers to compensation trade, which is a form of enterprise cooperation trade that was tried to be created in the early days of reform and opening up.

The emergence of "three to one supplement" is mainly related to the lack of capital, technology and technical personnel in the early stage of reform and opening up, but in the late 80s, the proportion of "three to one supplement" enterprises continued to decline, and was gradually replaced by "three capitals".

At that time, almost all of these electronic enterprises and merchants with the prefix "Hua" came from Hong Kong, OEM produced some low-end electronic products and toys, and then exported them to Hong Kong and other countries through Luohu and Shekou ports.

In addition to these electronics factories with the prefix "Hua", there are also some electronics factories set up by Hong Kong businessmen, and these electronics factories use machines that have been eliminated from Hong Kong, and they are generally used for directional processing, and do not OEM.

After Li Guosheng came to Shenzhen for a field trip, he almost turned around all the local slightly larger electronics factories, and finally chose Kingfa Electronics Factory under the Ministry of Electronics Industry as a cooperative foundry.
