"Guanzi" was written by a scholar under Qi Ji during the Warring States Period, and Guan Zhong's testament is contained in "Herdsman", "Situation", "Quan Xiu", "Riding a Horse" and other articles. The chapter "Herdsman" is about the management of people, and the "Four Shuns" discusses the way of governance from the hearts of the people to the back.
Guan Zi pointed out that the success or failure of the regime lies in the obedience of the people's will, and the implementation of government decrees lies in conforming to the will of the people; The reason why the decree is abolished is that it is contrary to the will of the people. Then he enumerated the "four evils" and "four desires" of the people, and put forward the thesis that if you follow their "four desires", you will be pro, and if you do your "four evils", you will rebel, and advocate the "four obedience".
The so-called "four evils" are "evil sorrow and labor", "evil poverty and cheapness", "evil danger and decline" and "evil extinction".
